- Description
- Description of Work - The Walker Mine Tree Removal IRSC shall be awarded under Stewardship Authority authorized by� Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014.� This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. The Walker Mine Tree Removal project requires cutting all trees on the tailings retention structure to reduce the risk of the trees blowing over and destabilizing the embankment, chipping trees up to 20� DBH and broadcasting the chips on the embankment. The cutting area is approximately 5.7 acres in size. Any additional chips that are available will be broadcast on the tailings adjacent to the tailings retention structure.� The tailings are part of a CERCLA site, and a planned mitigation of the site is to broadcast chips across the entire tailings area.� This shall complete the first stage of that project and help reduce wind transport of tailings and provide nutrients to nutrient deficient tailings. Fall all trees that are on the Walker Mine tailing site retention structure. Trees greater than 20� DBH shall be directionally felled to provide erosion control. Chip all felled trees and previously downed trees on retention structure up to 20� DBH and broadcast chipped material along retention structure embankment as shown on CAM. Remove product per Timber Subject to Agreement if awarded. Resulting Contract � Any resultant contract will be a commercial services contract with the option for timber removal. This project is located on the Beckwourth Ranger District of the Plumas National Forest. The contract area is approximately 23 miles northwest of the town of Portola, CA. To reach the contract area from Portola, travel east on Hwy 70 to Grizzly Rd and travel north approximately 8 miles to reach Lake Davis. Continue traveling on the north side of Lake Davis on the Beckwourth-Taylorsville Rd (Plumas County 113) for approximately 15 miles. The contract area will then be on the west side of the road at the Walker Mine Tailings Site. There is an access road just north of �Forest Service system road 24N60. Legal description for Walker Mine Tailing Site is Section 7, T24N, R12E (Latitude 39.953619�, Longitude -120.680562�).� An organized site visit is planned. The conference will be held: Date: Tuesday, June 21, 2022 Time: 9:00 AM PT Location: Participants shall meet at the gate located just west of where the Walker Mine Tailings Repository Access Road leaves Plumas County Road 113.� The Access Road turn off is located north of the junction of Forest Road 24N60 and PCR 113.� Please email karen.ruklic@usda.gov and provide notification regarding the number of attendees no later than noon PT on Monday, June 20, 2022.
