- NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: NIST-NOI-22-01837 Subject: Maintenance Support Service for the FEI Quanta 600 SEM microscope Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.� Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with FEI Company, located at 5350 NE Dawson Creek Dr, Hillsboro, OR, 97124-5793. The purchase order will specifically procure contractor support to perform preventive maintenance and repair services on the FEI Quanta 600 Scanning Electron Microscope (SEM). The performance period shall be one year from 8/1/2022 through 7/31/2023 with the option to exercise an additional four (4) 1-year periods of performance. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811219 Other Electronic and Precision Equipment Repair and Maintenance with the small business size standard of $22.0 million. � Description See attached Statement of Work document.� Sole Source Determination The sole source determination is based on the following:� The equipment requiring maintenance services is proprietary to its original equipment manufacturer (OEM), FEI Company. This contractor does not authorize any third parties to perform maintenance on its equipment. For purposes of continuity of research, therefore, no other sources exist that can achieve this requirement to perform preventive maintenance and repair services on the subject SEM by an OEM-authorized, factory-trained technician. Specifically, preventive maintenance and repair services to the FEI Quanta 600 SEM shall be performed by an FEI Company certified service engineer. The service engineer shall possess proof of field service certification for the SEM and OEM knowledge in existing and new software and hardware applications. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than June 21, 2022 at 10:00 AM, Eastern Time.
