- Provo River Delta Restoration Project Construction Oversight NOTICE OF THE INTENT TO SOLE SOURCE TO: Allred Restoration, Inc. 5725 W 12000 N Tremonton, UT 84337 NOTICE OF INTENT TO SOLE SOURCE SYNOPSIS: The Bureau of Reclamation (BOR) intends to award a contract for construction oversight of the Provo River Delta Restoration Project (PRDRP). Work will take place within the 260 -acre PRDRP project area located in Provo in Utah County, Utah. The PRDRP is a key element of recovering the June sucker, a native fish listed as threatened under the federal Endangered Species Act. The existing Provo River lacks suitable nursery habitat for young fish; the PRDRP goal is to restore that essential habitat, enable successful natural recruitment, and lead to eventual recovery and delisting of the species as threatened. The design to accomplish the PRDRP goals have been completed and approved and construction (being performed by BOR) has commenced. This contractor coordinates construction planning and provides oversight of BOR construction crews to ensure construction is in accordance with the approved design and PRDRP goals and completes a comprehensive, integrated final project report at the end of construction. The PRDRP project is 88% complete and this contract would cover the remaining 12% left on the project which spans from September 2022 through May 2023. BOR intends to award a sole source contract with Allred Restoration, Inc. (ARI) for this work. ARI is the only responsible source for completing PRDRP construction oversight as ARI has worked the PRDRP project since 2016, including creating the design of the PRDRP project and providing construction oversight to this point. Attempting to bring on a new contractor this late in the project's life span would increase project costs, jeopardize the project schedule, and reduce project quality. The proposed procurement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The North American Industry Classification System code (NAICS) for this requirement is 541620 with a size standard of $16.5M. The acquisition is conducted under the procedures as described in FAR Part 13.5, Simplified Acquisition Procedures, and FAR Part 12, Acquisition of Commercial Items. All responsible sources that feel they should be considered qualified to provide the abovementioned services may submit a response to this notice (by the response due date) to brandiclark@usbr.gov, which shall be considered by the agency. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
