- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; competitive quotes are not being requested and a written solicitation will not be issued. The RFQ number is N415822QS054. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and the DFARS Change notice 20220526. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This synopsis/solicitation incorporates one or more solicitation provisions and contract clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Interested parties are cautioned that the listed provisions may include blocks that must be completed and submitted. The PSC for this requirement is R799. This proposed firm fixed price (FFP) contract action is for commercial embedded touch labor support services that will support the Business and Strategic Planning Office�s in training and mentoring new staff and performing services in support of the work on the MTSs at NPTU Charleston, SC. The Government intends to solicit and contract with only one source, Mills Marine & Ship Repair LLC, under the Small Business Administration�s 8(a) Program IAW FAR subpart 19.8. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Planned Period of Performance (POP): A base period of 05 July 2022 � 04 January 2023 with three (3) six-month options: Option #1: 05 January 2023 � 04 July 2023; Option #2: 05 July 2023 � 04 January 2024; Option #3: 05 January 2024 � 04 July 2024. Place of Performance: NPTU Charleston, S.C. Quotes are due on or before 21 June 2022 at 4:30PM Eastern. Quotations shall be emailed to Contract Specialist Eric Lofquist at eric.s.lofquist.civ@us.navy.mil. Questions for clarification must be submitted by 17 June 2022 at 11:30AM Eastern. Quotes shall be valid for sixty (60) days (at minimum). *REQUIRED DOCUMENTS Technical Acceptability will be evaluated by the Technical POC to determine an overall rating of �acceptable� or �unacceptable�. This will be determined by evaluating the ability of the quoter to provide a sound, compliant approach that meets all requirements and demonstrates a thorough knowledge and understanding of the Statement of Work (SOW) requirements. It is the contractor�s responsibility to ensure that their quotation clearly demonstrates their ability to perform these requirements. Each quoter shall submit the following documentation, to include: Quoter�s (i) point of contact, name and phone number, (ii) business size, (iii) CAGE Code, (iv) DUNS Number, and (v) payment terms. Completed and signed standard form SF1449 with total contract price and unit prices for each Contract Line Item Number (CLIN). Executed copies of any amendments (if applicable). Completed FAR 52.212-3 Representations and Certifications unless otherwise completed in SAM. Ability to meet the period of performance as agreed to. Completed OPSEC Plan. Technical Capability Statement: Quotes must clearly indicate the capability of the quoter to meet all specifications and requirements in the Statement of Work. Quoter must include detailed information that describes quoter�s capability to satisfy the requirement as listed in the SOW. This statement shall not reiterate or duplicate the language set forth in the SOW, but rather, quoter shall demonstrate their ability to perform these critical tasks. Additionally, if significant subcontracting or teaming is anticipated in order to deliver technical capability, quotes should address the administrative and management structure of such arrangements. Statement should include a description of the proposed labor category (e.g. years of experience, education, and skills). Award will be made for the technically acceptable quote that results in the lowest aggregate price to the Government. Award may or may not be made without any type of discussions or negotiations. This is based on the Contracting Officer�s determination after an evaluation has been completed on all quotations. Price: The quoted amount for each line item plus the estimate for the FAR 52.217-8 option, will be added together to determine the total estimated price which will become the evaluation price. The FAR 52.217-8 option will be estimated to equal the price of CLIN 0004, Option #3. The vendor�s quoted price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. All quotes submitted in response to this solicitation shall stand firm for at least 60 calendar days from the response date of this solicitation. The completion and submission of the above items will constitute a quote and will be considered the vendor�s unconditional assent to the terms and conditions of this Solicitation and any attachments and/or exhibits. Failure to provide all of these documents by the required date and time may preclude a quotation from award consideration at the discretion of the Government.
