- Description
- This is a combined synopsis/solicitation issued under the authority of FAR Part 13.5. The Library of Congress (LC) acquires, catalogs, preserves, and provides to users of its collections intellectual content from around the world in all formats and languages. Foreign acquisitions are enabled by the Library�s acquiring divisions located on Capitol Hill and by the Library�s six overseas offices in: Nairobi, Kenya Islamabad, Pakistan Jakarta, Indonesia Rio de Janeiro, Brazil Cairo, Egypt New Delhi, India. The Library�s acquiring divisions and overseas offices collect in parts of the world in which remote acquisitions are oftentimes difficult or not feasible. Due to the difficulty of acquiring in certain regions overseas, the Library is seeking a contract to augment the current efforts of the Library to acquire in West Africa, with alternative methods that provide greater geographic scope and flexibility in collection development, and that build on the collaborative acquisitions efforts of major U.S. research institutions.� The primary objective of this project is to acquire print and electronic materials to meet the Library�s mission of serving the Congress and the nation. The Library requires assistance to acquire and process materials in regions of the world for which standard acquisition models do not work or are impracticable. This assistance includes acquiring print materials for the Library�s collections, ensuring appropriate selection of materials per the Library�s selection guidelines, providing bibliographic descriptions of the materials, and shipping the materials to Library of Congress, Washington D.C. The Library also requires a local representative in these regions to assist with expanding the Library�s access to electronic resources in West Africa. Efforts to expand access might include working with local publishers to arrange access to digital content and facilitating publisher/private sector partnerships with LC to make digital content available to U.S. research institutions. In addition, the Library wants to create a mechanism that other U.S. government entities and U.S. research institutions can use to meet their needs to acquire and process materials in regions of the world for which standard acquisition methods are not fully satisfactory or are impracticable. This mechanism should enable U.S. institutions to work directly with the contractor to meet their needs.
