Description
Intent to Sole Source This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs located at the 930 Campbell Avenue West Haven, Connecticut 06516. Emergent requirement for a Front-End Board replacement on the Epic 7 Ultrasound Unit The Government intends to award a firm-fixed-price sole source contract to Philips Medical. The vendor is the original equipment manufacturer (OEM) and sole distributor within the United States of America. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government s intent to award on a sole source basis the required supplies. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on 15 JUNE 2022 at 11:00 AM Eastern Standard Time (EST). Performance Work Statement Procurement of a Replacement Front End Board for the Epic 7 1.0 General: This is a non-personnel procurement request to replace the Front-End Board on the Epic 7 Ultrasound unit. This unit is used by the Cardiology and Radiology services to diagnose and aides in the treatment of many some terminal conditions of patients. 1.1 Description of Services/Introduction: The Front-End Board of the Epic 7 is a vital part of the overall ultrasound unit. The current front-end board has been deemed irreparable, rendering the entire unit inoperable creating an interference to patient care. Due to the nature by which this ultrasound unit is utilized the expeditious replacement of the front-end board is imperative. 1.2 Background: The Epic 7c Ultrasound System is a state-of-the-art radiological device that aides skilled personnel in its use to obtain exceptional image quality through automated views and quantification. This device also offers ease of use due to its portability minimizing the need to transport ill patients repeatedly as it can be brought to the patient s bedside. Objectives: Increased frame rate: More than doubles the frame rate without compromising the quality of the image. Up to a 70% increase in penetration, with an increase of up to 213% in temporal resolution. The unit also boast a completion rate of over 85% for technically challenging exams. Performs digital beam reconstruction along with mathematically optimized focal processing to create real-time images with exceptional resolution and uniformity. nSIGHT Imaging architecture incorporates new color Doppler technology that increases flow resolution, sensitivity, and frame rate. New proprietary flow algorithms produce exceptional vessel border delineation while preserving 2D imaging characteristics in color Doppler modes. New color map options allow enhanced visualization of flow for color-blind users Achieve ultra-thin 2D slices. Use Live xPlane imaging to create two full-resolution planes simultaneously, allowing you to capture twice as much clinical information in the same amount of time. Acquire near isovoxel resolution to reveal images from any plane within the volume. Now it s all possible. Send 3D MPRs in the X, Y, and Z plane to any PACS system with MPR DICOM Export. Present superb, real-time 4D volume data in abdominal and obstetrical exams 1.4 Scope: Replacement of the Front-End Board on the Epic 7 unit so that it can be utilized at VACT to support clinical patient care. Included in the price for the service is a warranty on parts and labor. The respective warranties will not exceed 90 days. 1.5 Place of Performance: The work to be performed under this requirement will be performed at the following locations: VAMC West Haven, CT 950 Campbell Ave, West Haven, CT 06516 1.6 Equipment List: Model No. Serial Number Philips Epiq 7 Ultrasound System US315B0188 & US315B0189 2.5 Condition of Equipment: Part(s) should be purchased new or in a certified refurbished state that does not yield the OEM warranty of the unit in its entirety invalid.
