- DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK C.1 Agency Mission. The Court Services and Offender Supervision Agency (CSOSA) is an independent, executive branch Federal Agency, established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997. The Act effectuated the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal arena. The mission of the CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. C.2 Objective. This acquisition is to provide continued High Definition (HD 1080p) Cable Television (TV) services in eight CSOSA office locations and Internet Cable Modem services in seven CSOSA office locations. C.3 Scope of Work. �� C.3.1 This is a non-personnel services award for Cable TV and Internet Cable Modem services. Ave SE, Washington, DC� 20003 ����������������������� C.3.2.8.1 � 11 HD Televisions � � � � � � � � � � � � C.3.2.8.2 � One Internet Cable Modem � 50 MB C.3.3 The contractor shall provide, at a minimum, for the following HD (1080p) television channels: CSPAN, CSPAN II, District of Columbia Network (DCN), WDCA, WMPB, WDCW, WRC, WTTG, WETA, WJLA, News Channel 8 (NEWS8), WUSA, WHUT, WPXW, WJAL, The Weather Channel, Headline News (HLN), Cable News Network (CNN), Fox News Channel (FNC), MSNBC, CNBC, University of District of Columbia Channel 19/98 (UDC), Bloomberg Business Television (BLOOM), Fox Business (FBN), and BBC World News (North America) (BBCW). Contractor shall provide ESPN I and ESPN II at CSOSA�s 1900 Mas Ave, location only. C.3.4 CSOSA shall have the ability to add, change or remove services as needed during the contract period of performance. C.3.5 The Contractor shall provide telephonic help desk services during standard business hours. C.3.6 The Contractor shall furnish all Cable TV set top boxes and internet cable modem hardware required to provide the services identified in section C.3.2 above. C.3.7 The Contractor shall only invoice for activated Cable TV and Internet Cable Modem Devices on a monthly basis. C.3.8 The Contractor shall provide pricing to install additional Cable TV wiring, HD Cable TV Set top boxes and Cable Modems when requested by the agency. Cabling installed by the contractor shall meet all DC building codes and requirements by building lessors. C.4 Final Transition Plan. The initial Transition Plan submitted with the Contractor�s quote will be discussed as an agenda item at the Post�Award Meeting. Any changes required to the initial Transition Plan as a result of that meeting will be provided by the Contractor with-in seven (7) days after the Post-Award meeting. The COR will review the initial Transition Plan changes within seven (7) days from receipt of the revised plan. Final approval of the Transition Plan will be provided by the COR in writing to the Contractor. The Final Transition Plan shall address the following: �� C.4.1 Key activities, milestones, dates, and responsibilities between the Contractor and CSOSA (based on no more than a 60 day transition from award to full operation); �� C.4.2 How the Contractor shall assume or convert the existing Cable TV and Cable Modem Services, including phone numbers currently in use by CSOSA; �� C.4.3 Contractor provided on-site support to CSOSA during the transition period to include pre-wire if necessary and replacement and activation of Cable TV and Cable Modem hardware �� C.4.4 The Contractor�s plan to migrate CSOSA�s current Cable TV and Cable Modem services by the Contractor. �� C.4.5 The Contractor�s website portal that will allow the COR to manage the Cable TV and Cable Modem services and download electronic copies of invoices. C.5 Post-Award Meeting. The COR will schedule a post-award meeting between the Contractor and CSOSA within ten (10) business days following task order award. The purpose of this meeting will be to review the Transition Plan and clarify/resolve any issues, review the performance requirements of the task order, mutually agree on the roles and responsibilities of CSOSA and the Contractor under the task order, and address any other issues either party may want to discuss. The Contractor shall prepare a meeting report that details who was in attendance at the meeting, what discussions took place, and what agreements were reached. A copy of the report shall be provided to the COR within three (3) business days following the meeting. C.6 Any entity performing any work included in this award must be a United States (U.S.) owned entity, i.e., is not under foreign ownership, control or influence. In addition, any tasks performed by the Contractor for this award must be performed within the U.S. Any Contractor owned or operated information systems that process, store, or transmit any information regarding this award must be located and operated within the U.S.
