THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT.� This IS NOT a Request for Offers or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach. Therefore, all potential offerors, both LARGE and SMALL business are encouraged to respond. � The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) is seeking qualified providers who can provide full Cafeteria Food Service at the Major General Emmett J. Bean Center located at 8899 E 56th Street, Indianapolis, IN 46216. The applicable NAICS code is 722310. The anticipated start date for these services is July 1, 2023. However, this date may be adjusted depending on Government requirements. The vendor shall operate in the vendor's name, the food service facilities as described, for the purpose of dispensing food, nonalcoholic beverages and such other items as may be authorized. This cafeteria is to be operated for the benefit of approximately 600 - 1,100 employees per day who will be occupants in the building. The Government shall not be held responsible for any variations from this employee population figure since the extent of occupancy is not guaranteed. It shall be the responsibility of the vendor to provide a wide range and selection of hot and cold foods each day. This level of service requires complex food service equipment, building utilities, and operational food preparation practices. Cafeterias require sanitation inspections and must have attendants and an onsite manager. The menu must be pre-approved by the GSA Property Manager. The vendor shall meet business and industry standards of quality and comply with and support the current U.S. Dietary Guidelines and Federal nutritional standards. The vendor shall also be required to obtain all applicable permits; provide busing service; trash removal; ensure tables and chairs in the cafeteria are kept clean, and provide recycled paper napkins and recyclable cups/lids for carry-out service beverages. This Cafeteria is on the main floor with public access. The Cafeteria (Including kitchen, serving and seating areas) is 18,220 SF. The vendor shall pay the Government a payment in lieu of rental in the amount per calendar month equal to one & one-half percent (1.5%) of net sales. The State Licensing Agency (State of IN) provides vending, convenience store, and coffee shop via the Randolph Sheppard Act at this location. Those wishing to identify their capability to provide the aforementioned services should respond to this announcement via email to sarah.jayjack@gsa.gov no later than June 24, 2022 at 12:00pm Eastern Time. Interested parties should provide the following: Company Name Company Address Point of Contact, phone number and email address DUNS or UEI number and capability statement for the services as stated above. Three relevant commercial or Government projects in which you provided all or part of these requirements Company business size pursuant to the following questions:� (1) Is your business large or small,� (2) If small, does your firm qualify as a small, emerging business or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone firm?� (5) Is your firm a woman-owned or operated business?� (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? Additional Questions: Include in your response a menu that could be offered for this as an attachment.� This will not count toward the page limitation. Would your interest and capability be different if there was flexibility in the 1.5% payment for a period of time, to be determined by GSA? Would your organization be able to offer full cafeteria services where 600 people per day are currently working? If not, at what threshold (i.e., number of persons in the building) are you able to offer a full cafeteria service? A resultant solicitation could require the State Licensing Agency (State of IN) to provide vending services via the Randolph Sheppard Act for a scope that is less than full cafeteria services.� If your organization is not able to provide full services, would this affect your response if you were interested and capable of other than full services? How much time would be needed for your organization to start services as outlined in the scope or a full cafeteria services offering? What additional information would you need from GSA to meet the stated objectives and requirements? Would your organization have a greater interest in a solicitation that included multiple locations?� Would your organization be able to support multiple locations?� What if the locations were in multiple states? The Method of Award for any future solicitation will likely be based on technical factors pertaining (but not limited) to the firm�s proposed Menu, Wellness Program, Sustainability, Management Program, Staffing Plan, etc. THIS REQUEST FOR INFORMATION OR �SOURCES SOUGHT,� SHALL NOT BE�CONSTRUED AS A REQUEST FOR PROPOSAL OR OFFER. INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES INCLUDING POSTAGE AND SHIPPING WILL ARISE AS A RESULT OF THE SUBMISSION OF INFORMATION.
