Description
This requirement will be procured per Federal Acquisition Regulation (FAR) 36.213 Special Procedures for Sealed Bidding in construction contracting. The Department of Veterans Affairs (VA), Network Contracting Officer (NCO) 9 intends to issue an Invitation for Bid (IFB) for a firm-fixed price construction contract for: Proposed Work: The requirement is to renovate the 59 Variable Air Volume (VAV) controls; add 1 VAV box without a reheat coil to the common return and replace the pneumatic controls with direct-digital-controls (DDC) in C120A&B; and add 5 VAV boxes with reheat coils for rooms B119, B138, D119, E119, and E136 with DDC controls. 59 of the VAV boxes in B1 and D1 will have their pneumatic controls (thermostats, reheat valves, VAV controller, and pneumatic actuator) removed and air lines capped and replaced with DDC controls. These DDC controls include Computrols VAV controller, reheat valve with geared-electronic actuator, supply air temperature sensor, and a Computrol s room thermostat. New VAV boxes with reheat coils will be installed for 6 rooms (B119, B138, C120A&B, D119, E119 and E136). For C120A&B, a new Computrols VAV Controls, reheat valve with geared-electronic actuator, supply air temperature sensor, and a new Computrols room thermostat will be installed on the supply air to the rooms. A new VAV box without a reheat coil will be installed on the common exhaust air of room C120A&B to control the pressure in the rooms. These DDC controls will connect to the Mountain Home VAMC s existing Computrols system. See attached draft Statement of Work (SOW). Magnitude of construction is $500,000.00 and $1,000,000.00 Location: James H. Quillen VA Medical Center (VAMC), Building 200, Mountain Home, TN 37684 Tentative dates for issuing invitations, opening bids, and completing contract performance: The invitation for bids (IFB) is expected to be posted on or around 7/1/2022, with an opening of bids on or around 8/1/2022, and tentative contract completion date from the Notice to Proceed is 305 calendar days, estimated to be on or around 6/16/2023. Any plans for inspection will be available from the engineering office at the affected site in the statement of work (SOW) without charge. All requests for an IFB should be submitted no later than 10:00am (central Time), 6/27/2022. This requirement is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C ยง8127 (d). No charge is expected for any solicitation documents. Additional Information: Only those SDVOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at https://www.vip.vetbiz.gov/ will be considered in the IFB. All offerors must be actively listed in the System for Award Management (SAM) database- sam.gov. Although this IFB is anticipated to be set aside for SDVOSBs, this Presolicitation Notice is also to see if any other business (small or large) would be interested in bidding on this project, in the event the Government does not receive sufficient SDVOSB response.
