- AVC Realty Support IDIQ PURPOSE: The U.S. Bureau of Reclamation, Missouri Basin, Eastern Colorado Area Office (ECAO), is issuing this pre-solicitation notice for a contemplated service Indefinite-Delivery, Indefinite-Quantity (IDIQ) requirement titled: Arkansas Valley Conduit (AVC) Realty IDIQ. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations as a set-aside for small business. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: The AVC is a major infrastructure project that upon completion will convey a reliable municipal and industrial water supply from Pueblo Reservoir to 40 communities serving a projected future population of 50,000 people in southeastern Colorado. The service area includes water providers in Bent, Crowley, Kiowa, Otero, Prowers, and Pueblo counties. When completed, the AVC will supply as much as 7,500 acre-feet annually to these communities. The principal components of work include the following items: Task No. Task Name 1 Coordinate and Obtain Permission to Enter (PTE) for Properties and Public Right-of-Ways (ROWs) 2 Initial Certificate of Inspection and Possession (CIP), including Landowner Contact 3 Legal Land Descriptions (LLDs), Surveys, and Map Exhibits 4 Valuation 5 Pre-Acquisition Title Evidence 6 Pre-Acquisition Environmental Site Assessment (PA-ESA) 7 Draft Administrative Determination (AD) to Acquire 8 Draft and Make Offer of Just Compensation 9 Negotiations 10 Draft and Receive Grantor Signature on Purchase Agreement 11 Pre-Acquisition Package Development 12 Pre-Acquisition Title Opinion (PTO) 13 Title Curative Action Planning 14 Closing 15 Process Relocations 16 Post-Acquisition (Final) Package Development 17 Post-Acquisition (Final) Title Opinion (FTO) 18 File Close-Out LOCATION OF THE WORK: Bent, Crowley, Kiowa, Otero, Prowers, and Pueblo counties of Colorado. NAICS AND SIZE STANDARD: The NAICS code for this project is 541191 with a small business size standard of $17 million. COMPETITION: Solicitation 140R4022R0011 is anticipated to be conducted as a small business set-aside. The project requirements and project location will be defined in the solicitation document. SOLICITATION RELEASE DATE: All responsible sources may submit a proposal which shall be considered by the agency. The highlighted portions of these documents will be updated/finalized in the final solicitation. On the Excel documents, quantities and dollar values are listed for reference only to reflect how the formulas work. These will be blank when the solicitation is issued. The purpose of these documents is for comments only. When comments are received and incorporated, the solicitation will be posted requesting the submission of qualifications. This project will use a best value process in accordance with Federal Acquisition Regulation (FAR) Part 15.
