- Pursuant to FAR 8.405-6, The Federal Railroad Administration intends to negotiate a sole source labor hour contract to Deloitte Services, LLP to provide support to Positive Train Control (PTC) implementation program activities in the areas of program management and strategy, data management and visualization, technical document review to include collection, documentation, tracking, scheduling, facilitation, briefings, and communication and outreach. The value of this contract is anticipated to be $3,718,573.� The NAICS code for this procurement is 541611 � Administrative Management and General Management Consulting Services.� This sole source requirement meets the conditions of FAR 8.405-6 (b), Limiting Sources - only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirements.� Deloitte Consulting LLP (Deloitte), Positive Train Control (PTC) support team has provided service to the Signal, Train Control and Crossings Division in the management of four key areas related to PTC.� They include Program Management and Strategy, Data Management and Visualization, Technical Document Review, and Communication and Outreach.� Each of these four areas have been critical to FRA�s oversite of the railroad�s implementation of PTC. Use of a new contractor poses significant risks from loss of expertise, significant time and resources for transition, quality and timeliness of deliverables, knowledge gap for PTC systems and time constraints to meet statutory requirements. As a result, Deloitte is the only vendor who can fulfill the programmatic requirements.� This notice is NOT a request for proposals or quotations.� No solicitation documentation exists, nor will a solicitation be issued, and no telephone inquiries will be accepted.� No contract award will be made on the basis of proposals or quotations received in response to this notice.� Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.� The Government does not intend to pay for any information provided under this notice.� If any interested party believes they can meet the above requirement, it may submit a statement of capabilities.� The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.� If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.� Interested parties with the capability of meeting the proposed requirements are requested to provide supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below no later than 1:00 p.m. EST, Friday, June 24, 2022.� Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis.� The determination not to compete this proposed contract action is solely within the discretion of the Government.� Questions should be directed to Brittany Alvarenga, Brittany.Alvarenga@dot.gov via e-mail only.
