- NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs, National Radiation Oncology Program 11SPEC22, Richmond VA Medical Center, 1201 Broad Rock Boulevard, Richmond, VA 23249 intends to award a sole source contract award to Hunter Strategy, LLC, 3711 Macomb Street, NW, Washington, DC 20016. The period of performance will be from July 1, 2022 to June 30, 2023 with one (1) option year. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by June 16, 2022 15:00 (CST). Responses shall be submitted via e-mail to Jessica.hansroth@va.gov. Telephone requests or inquires will not be accepted.notice to identify entities that have the resources and capabilities to provide support for the Authority to Operate (ATO) process as the Health Information and Gateway Exchange (HINGE) platform is transitioned to the VA GovCloud environment. Background - The VA-Radiation Oncology Quality Surveillance (VA-ROQS) program has tasked the automatic extraction of lung, prostate, breast, head & neck and GI cancer disease site specific data elements from patients CPRS/Vista, Radiation Oncology Treatment management and planning systems from each 41 VA facilities that provide radiotherapy in-house. Scope of Work - The contractor shall provide all resources necessary to accomplish the deliverables described in the Statement of Work (SOW), except as may otherwise be specified. The VA has identified that improvements are needed to the existing Health Information and Gateway Exchange (HINGE) system to ensure that it can scale out for the future and our nation s veterans continue to receive high quality care. The contractor will provide support for the Authority to Operate (ATO) process as the HINGE platform is transitioned to the VA GovCloud environment. This work will include assisting in the creation of required documentations, vulnerability analysis and mitigation, as well as working with various IT or security resources to complete the ATO process. In addition, the contractor will provide continued support for troubleshooting issues with deployment and ensuring reliability of the HINGE platform. This project will focus on ATO support and Software & Systems Engineering Support: Ongoing Assist with the completion of documentation required for the ATO process Coordinate with various resources (Developers, DevOps, Cloud Architects) for supporting ATO requirements Coordinate FedRAMP ATO with JAB Assess security vulnerabilities of the HINGE applications by conducting vulnerability scans, NIST 800-53 cross walk, Nessus scans, app scans, Blackbox pen tests Assist in the management of POA&Ms Work with developers to include necessary logging components to meet NIST 800-53 logging requirements Support GovCloud site reliability best practice Review new feature requirements and provide recommendations for implementation and best practices in both cloud infrastructure and HINGE software development Provide Ad-Hoc AWS and deployment support Troubleshoot HINGE commissioning to production Interested & Capable Responses Department of Veterans Affairs is seeking responses from entities that are interested in this procurement and consider themselves to have the resources, capabilities, and qualifications necessary to provide these services.
