Description

The Pension Benefit Guaranty Corporation (PBGC) intends to award a hybrid sole source task� order to Unison Software, Inc. (�Unison�), 21251 Ridgetop Circle, Suite 100�Dulles, VA 20166 for the purpose of acquiring Acquisition Management System (AMS) Hosting, Licenses, BPR, Implementation, O&M Services. This acquisition is being pursued on a sole source basis in accordance with statutory authority 41 U.S.C. 3304(a)(1) as implemented by FAR 8.405-6(a)(1)(i)(B) 6.302-1, other than full and open competition is authorized when there is only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Unison is the only source with all of the required capabilities provided by PRISM which is the only purpose-built end-to-end solution for Federal procurement process, integrated with VAO and Marketplace as a Software-as-a-Service Cloud Solution that is FedRAMP Authorized. Unison is the sole distributor and holds copyright to VAO and Unison Marketplace and PRISM is the only system to provide such access with the collective package to meet PBGC�s requirements. PBGC will gain access to all the features as outlined in the attached Limited Source Justification in addition to VAO and Unison. The NAICS code for this acquisition is 511210 with a size standard of $41,500,000.00. A determination by the Government not to open the requirement to competition based on the response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is NOT a request for proposal. However, all capability statements received by June 24, 2022 at 4:00 PM EST will be considered by the Government.
