- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Thermo Electron North America LLC for Maintenance Support Plans for the Thermo Dionex 500 Ion Chromatograph System, part numbers 075962, 074926, 079976, and 079913. The maintenance plans ensure continued use of the equipment (or software) and covers replacement units and upgrades of the system necessary to keep the units operable. Thermo Electron is the original equipment manufacturer (OEM) and has proprietary knowledge of the Thermo Dionex 500 Ion Chromatograph System and its components. The instrument must be properly maintained with the unique specifications in which only the OEM, Thermo Electron, can maintain. This is considered a sole source to Thermo Electron because, to the best of the NETL�s knowledge, based on market research conducted, Thermo Electron is the only known source that can provide the maintenance support plans specific to the Chromatograph System. No known potential alternate sources exist which could satisfy NETL's requirement. The period of performance for this requirement will include the base year plus three, one-year optional periods through 2026. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 12:00 P.M. ET on June 27, 2022. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
