- UV-SWIR (NIR) Benchmark Spectrometer THIS IS A SOURCES SOUGHT NOTICE ONLY. NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE. This Sources Sought Notice is for market research purposes to identify interested firms for the potential requirement detailed below. The North American Industry Classification System (NAICS) code is 334516 (Analytical Laboratory Instrument Manufacturing) and the size standard is 1,000 employees. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. Note: The Buy American Act (41 U.S.C. 8301-05) is the primary federal procurement law providing a preference for domestic goods and manufactured products. As such, the USGS is seeking information on sources that can supply the described instrument either mined, produced or manufactured in the U.S. in sufficient and reasonably available commercial quantities of satisfactory quality. Background: The United States Geological Survey (USGS), G3 Science Center in the Rocky Mountain Region provides for the acquisition and interpretation of remotely sensed and laboratory spectral data for projects supported by USGS programs in the Energy, Minerals, and National Land Imaging mission areas, by NASA, and by other federal agencies. Specifically, the new UV-SWIR (NIR) benchtop spectrometer will expand our current capacity to allow us to accomplish new work funded by the Bipartisan Infrastructure Law (BIL) under the Earth Resources Mapping Initiative (EMRI). A new UV-SWIR (NIR) spectrometer will replace our 20+-year old benchtop UV-NIR spectrometer which is outdated and doesn�t cover the full spectral range needed for our spectroscopy needs in support of the EMRI project. Product Specifications: 1. Wavelength range must span at least 180-3280 nm. 2. Must be capable of having a spectral bandwidth of 0.02 nm or finer in the UV-Vis. 3. Must be capable of having a spectral bandwidth of 0.05 nm or finer in the NIR (sometime referred to as the SWIR and approximately covers the 1,000-3,300 nm range). 4. Must use non-measurement phase stepping of the grating, where the grating is stationary while collecting data. 5. Must use Schwarzschild coupling optics 6. Must have an out-of-plane double Littrow monochromator. 7. Must be able to nitrogen purge the monochromator, sample and detector compartments. 8. Wavelength reproducibility from scan-to-scan must +/- 0.03 nm or better in the UV-Vis or +/- 0.2 nm or better in the NIR. 9. Must be able to have user defined sampling interval. User defined sampling intervals should range from 0.006 nm or finer to 1.100 or greater in the UV-Vis and a range of 0.03 or finer to 4.400 or greater in the NIR. 10. Must have the ability to vary the Signal Averaging Time for data collection. 11. Must be able to scan at a rate of 1900 nm/minute or faster in the UV-Vis and 7800 nm/minute or faster in the NIR. 12. Due to USGS QMS requirements, the spectrometer should have a wide range of validation tests that must include but aren�t limited to wavelength accuracy, wavelength repeatability, resolution power, baseline flatness, photometric noise, stray light, photometric linearity and photometric stability. 13. Detectors must have the ability to be internally calibrated for optimum performance. 14. Must include PMT and PbS detectors. 15. Must include an external 150 mm integrating sphere with its own PMT and PbS detectors. 16. Must include a diffuse reflectance accessory. 17. Must include a 1-year warranty 18. Must include installation All business concerns who believe they can responsibly provide this type of product should submit the following information to the Contracting Officer: 1. The firm shall specify the brand name products that meets the specifications listed above along with product specification sheet and product brochure. 2. For equipment/supply requirements, business responses must include: (1) the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture) 3. The firm shall also specify if they offer leasing of instruments listed in the specifications above and provide leasing options available. If the firm does not offer leasing of instruments, please include a statement as such. 4. The firm shall specify that they are either a small business (8(a), HUBZone, SDVOSB, etc.) Or other than small business under the NAICS Code listed in the announcement. 5. The firm shall provide a point of contact name and e-mail information, and the firm�s Cage Code, and SAM.gov UEI. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for quotations. The Government does not intend to award a contract based on responses received under this announcement. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration by June 16, 2022.
