- Page 2 of 2 Office of Nursing Services (ONS) Strategic Workforce Planning Services Request for Information This market research effort is being conducted for the Office of Nursing Services (ONS) for Strategic Workforce Planning Services. Recruiting and retaining the best professional talent requires strategies and programs that will attract nurses to VA and retain them for their full career. A formal program supporting nurses to achieve their professional aspirations in the areas of clinical practice, education, research, and leadership will be essential to recruit and retain the best talent, compete with the private sector, and provide world-class services to Veterans. VHA/ONS is creating a strategic plan that encompasses the four pillars*, strategies, key performance indicators (KPIs), milestones, risks, and risk mitigations. The Contractor shall assist ONS with operationalizing the strategic plan to include: Project Management Strategic Communication Developing Presentation Materials and Talking Points Monitoring KPIs and Milestones Updating the Strategic Plan as Milestones and KPIs are Reached or Achieved The VHA is seeking information from sources (contractors) for support of Strategic Workforce Planning Services. Response Information: Responses to this RFI must be submitted by 1:00pm, Eastern Time, June 23, 2022. Responses shall be sent to Kymberly Morgan at Kymberly.Morgan@va.gov and Charles McKenzie at Charles.McKenzie@va.gov. Disclaimer: A solicitation is not currently available. If a solicitation is issued, it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Not responding to this RFI does not preclude participation in any future Request for Proposals, if any is issued. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responders are solely responsible for all expenses associated with responding to this RFI. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Guidance: Responses shall be limited to 15 pages, 12-point font minimum. Please be advised that all submissions become Government property and will not be returned. This RFI is exclusively electronic based; written or telephone responses will not be considered. Responses shall provide administrative information, and shall include the following as a minimum: Company Name, EUI number, Company mailing address, phone number, name of designated point of contact and e-mail of designated point of contact. Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. Capability/Qualifications A written response to numbers 1 3 providing examples/descriptions of the capabilities/qualifications/skills your company possesses to substantiate the capacity to fulfill this requirement: Demonstrate your experience with or understanding of developing a full environmental scan building upon existing work that addresses a rapidly evolving nursing landscape and creating well-defined metrics for success with clear accountability for action (PWS Section 5.2). Demonstrate your experience with or understanding of establishing key performance indicators (KPIs) and healthcare goals, leveraging best practice examples from the public and private sector for what success can look like (PWS Section 5.2.1). Demonstrate your experience with or understanding of supporting a large-scale health care system with aligning objectives for a comprehensive nursing plan, leveraging ongoing work (PWS Section 5.2.1). Demonstrate your experience with or understanding of defining current, persistent, or recuring problems and priorities across 1) Optimizing nursing practices, 2) strengthening the nursing workforce, 3) Reimagining lifelong learning and leadership pathways, and 4) Inspiring an industry-leading culture (PWS Section 5.2.2). Demonstrate your experience with or understanding of creating a high-level roadmap for implementation, with milestones (PWS Section 5.2.4). Demonstrate your experience with or understanding of building on best practices and developing gold-standard nursing leadership pathways (PWS Section 5.3). Demonstrate your experience with or understanding of defining a current state in nursing leadership structure and development pathways (PWS Section 5.3.1). Demonstrate your experience with or understanding of nursing models (PWS Section 5.3.2). Demonstrate your experience with or understanding of building a business case for likely investment and high-level implementation activities and actions (PWS Section 5.3.3). Demonstrate your experience with or understanding of creating an implementation roadmap to scale new models, prioritizing areas of highest impact for first implementation, that would result in a near-term outcome that is favorable and demonstrates visible signs of progress (PWS Section 5.3.3). Demonstrate your experience with or understanding of assessing nursing care models and then expanding the focus to support staff to ensure the overall care model is optimized (PWS Section 5.4). Demonstrate your experience with or understanding of conducting robust quantitative and qualitative data analyses to understand a range of staffing models deployed and the impact (PWS Section 5.4.1). Demonstrate your experience with or understanding of leveraging best practice research and quantitative analysis to determine pros and cons of models deployed to determine which models are most appropriate for different circumstances (PWS Section 5.4.2). Provide example(s) of your organizations key performance indicators (KPIs) developed for the same or similar services. This is not included as part of the 15-page limitation and can be included as a separate attachment. Provide an estimated delivery schedule/roadmap based on the tasks and deliverables in the PWS (Section 5.5). This is not included as part of the 15-page limitation and can be included as a separate attachment. The Government is seeking input and comments on the attached Draft PWS document. Please identify any recommendations for understanding or clarity of requirements and terms and conditions. This is not included as part of the 15-page limitation and can be included as a separate attachment. The Government is also interested in receiving comments relating to the type of technical information along with the PWS you recommend be included with a potential solicitation.
