- Description
- The Professional Services Contracting Division, Defense Health Agency, is seeking capable sources of program management services in support of the DoD HIV/AIDS Prevention Program (DHAPP).� The HIV/AIDS Prevention Program department�s mission is to reduce the incidence of HIV/AIDS among uniformed personnel across the globe. DHAPP assists partner militaries in development and implementation of military?specific HIV prevention programs in collaboration with other U.S. Government Agencies, nongovernmental organizations, and United Nations programs. DHAPP prepares and delivers periodic reports and provides the results of assessments to the Office of the Global AIDS Coordinator and the Deputy Assistant Secretary of Defense for Health Services, Policy and Oversight.� Activities to be supported within DHAPP include assisting selected foreign militaries in establishing HIV/AIDS-specific policies for their personnel, adapting and providing HIV/AIDS prevention programs, and developing military and culturally appropriate interventions to affect high-risk HIV/AIDS attitudes and behaviors.� The contractor will deliver services to the DHAPP program and will not interact directly with foreign militaries.� Performance requirements will include accompanying the program team on travel to locations outside of the continental United States. Anticipated tasks include: Identification of valid and reliable metrics with which to assess the effectiveness of DHAPP and Office of the Global AIDS Coordinator (OGAC) efforts among military populations. Collection, organization and verification of routinely reported Monitoring and Evaluation (M&E) data from participating DHAPP country programs to ensure all quarterly reporting requirements set by the U.S. President�s Emergency Plan for AIDS Relief (PEPFAR) and DoD are met on time and accurately. Analysis, interpretation, communication and reporting on M&E data through appropriate DHAPP and OGAC Chains of Command using a mix of reports, data visualizations, and other information graphics to make complex data more accessible and usable. Identification of technical, administrative, or logistical issues/problem areas encountered in the collection and/or reporting of M&E data from participating DHAPP country programs and recommend solutions to DHAPP. In-person and virtual technical assistance to DHAPP country teams and partners (implementing partner and partner militaries) in M&E, to include improving the accuracy of reported program data.
