Description
SYNOPSIS: The United States Geological Survey (USGS) is seeking information from all interested parties regarding product, cost, and support to purchase a new Avaya phone system to integrate a standalone outdated system to current technology necessary for mission support. PURPOSE: The primary purpose of this RFI is to investigate the feasibility of contracting the services and/or equipment for the United States Geological Survey (USGS) as defined below. The Government is looking for Small and Other than Small businesses is this RFI to assist in determining what set-aside, if any, can be utilized should an award be competed at a later date. BACKGROUND: The US Geological Survey (USGS) currently operates an Avaya Enterprise Private Branch Exchange (ePBX) from their headquarters located in Reston, VA. The system includes IX Messaging voicemail and Call Management System (CMS) that currently supports 3 call centers and 17 USGS offices as well as users from other Bureaus within the Department of Interior. The USGS ePBX currently runs Avaya Communication Manager Version 8.1.3.3 at four geographic sites: a main system in Reston, VA, and Survivable Core Servers (SCS) located in Denver, CO, Menlo Park, CA, and Albuquerque, NM (see Appendix). USGS PBX software maintenance renewal with convert approximately 60 locations to subscription software maintenance. REQUIREMENTS AND SALIENT CHARACTERISTICS: Below is a breakdown of the requirements for Avaya licenses, hardware, software, and configuration at the Golden, CO, facility that need to be upgraded/moved to the USGS ePBX. A. Overall requirements 1) The existing Golden, CO, system will be `sold�. This includes all Communication Manager R6 Foundation Suite licenses, and all existing Avaya hardware at the site that will be replaced. Prior to this being completed the existing software licenses will be subscription. 2) The existing Subscription software maintenance period will be for one year. A separate hardware maintenance agreement will be in effect for one year. 3) The 255 Station software licenses and the 25 elite agent software licenses will be moved to the ePBX Core located in Reston, Va (sold). 4) Move 25 Elite Agent licenses (increase from 100 to 125). 5) Add 25 CMS R19 Agent licenses (increase from 125 to 150). 6) Add 25 One-X Agent licenses (increase from 100 to 125). 7) Program 1 additional call center that is used by the NEIC on CM and CMS. The current programming can be copied from their current system. Agent IDs and announcement number assignments will change based on the design of the ePBX. 8) Program up to 3 CMS Supervisors for the NEIC. B. New hardware requirements (TAA compliant) 1) 1 � G450 Media Gateway with dual power supplies 2) 1 � S8300x Server blade (LSP and BSM) 3) 5 � MM710 B PRI Cards (only 4 will be installed) 4) 1 � MM716 analog card 5) 210 � TAA Compliant IP Phones. All must be new and be the same model. Acceptable models are as follows: J179, J169, or J159 6) 25 � J100 expansion modules C. Installation/programming requirements 1) All phones will be programmed as 10-digit extensions to match the current system design. 2) Install and program a maximum of 210 IP Deskphones (h.323). Up to 25 will be equipped with a J100 expansion modules. 3) All stations will be programmed with One-X Communicator softphone enabled. 4) Program and cross connect a maximum of 24 existing analog devices (conference room phones, modems, fax machines). Reuse existing 4-digit extensions. Program as 10 - digit extensions. 5) Dial Plan Transparency (DPT) will be implemented so that in the event the site fails over to an ESS or their local S8300 LSP they will still be able to make/receive calls from users on the ePBX. 6) The S8300 LSP will have Branch Session Manager (BSM) programmed. 7) Program 2 trunk groups. 8) Trunk Group 1 consists of 2 PRIs that will be used for all outbound calls and inbound calls; except for the NEIC Call Center. 9) Trunk Group 2 consists of 2 PRIs and only supports inbound calls to the NEIC Call Center 10) Program a maximum of 200 voicemail boxes on the existing USGS IX Messaging system. They will be programmed as a new location. 11) Program 1 call center on CM and CMS. There will be a maximum of 25 agents programmed. These Agents also require One-X Agent. 12) Program up to 5 stations with `Crisis Alert� buttons. D. Additional notes 1) Reuse existing amphenol cables connected to the TN793 analog cards. 2) Reuse the existing PRI cables connected to the TN464 cards. 3) Customer will provide all LAN cables. 4) Customer will provide server running DHCP and IIS. 5) Customer is responsible for the LAN programming. 6) USGS Associate Chief Information Officer (ACIO) staff will provide the numbering for trunk groups, signal groups, agent Login IDs, announcements, coverage paths, Hunt Groups, and CORs. 7) ACIO staff will provide the location name to be used for programming the Avaya Messaging mailboxes for the site. 8) The NEIC call center is a 24x7 operation. Typically, there are 2 individuals answering calls each shift. Appendix: USGS ePBX details The USGS Enterprise Private Branch Exchange (ePBX) system is currently licensed for: - 7858 Core licenses - 100 EAS Call Center Agents - 100 One-X Agent licenses - 25 CMS Supervisor licenses - 125 CMS Agent licenses - All existing licensing will change to Subscription in the near future. The USGS ePBX is comprised of the following components at four geographic sites. The sites operate G650, G430, and G450 media gateways at local Private Branch Exchange (PBX) systems using Avaya S8300E servers or Standard Local Survivability (SLS) for continuity of operation when unable to access the main ePBX in Reston. Reston (main site): All components except SAL/ADS in Reston are split between 2 Avaya-provided ESXI Servers. - High Availability Communication Manager Server (CM A and CM B) - IX Messaging Voicemail System (Consolidated and Storage) - Call Management System (CMS) Version 19 - 2 Session Manager servers - Geo redundant System Manager server - AADS - Enterprise Session Border Controller - Secure Access Link (SAL)/Avaya Diagnostic Server (ADS) (running on a separate USGS provided Virtual server) Denver, CO (SCS site): The following components except SAL/ADS are running on a single Avaya provided ESXI server. - Survivable Core Server (SCS) � this provides local and geographic survivability - Session Manager - IX Messaging storage server - Backup SAL/ADS server running on a separate Virtual Server provided by USGS. Menlo Park, CA (SCS site): The following components are running on a single Avaya provided ESXI server. - Survivable Core Server (SCS) � this provides local and geographic survivability - Session Manager - Geo Redundant System Manager - IX Messaging storage server Albuquerque, NM (SCS site): The following components are running on a single Avaya provided ESXI server. - Survivable Core Server (SCS) � this provides local and geographic survivability - Session Manager - Work Force Optimization for call recording - AES - ADW (Desktop Wallboard) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The USGS will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is solicited. SUBMISSION OF RESPSONSES: All responses shall be submitted (via email) no later than Tuesday, June 14, 2022 at 1700 MDT and will be submitted to ctheeke@usgs.gov. Responses from Small and Small Disadvantages Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firm, historically black colleges or universities. Responses received after the deadline may not be considered in the Government�s analyses. You may submit corporate expertise information if you would like to be considered a possible interested source. We may contact RFI respondents to get clarification on the information submitted.
