- This Sources Sought Notice is not a Request for Quote and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential sources to fulfill the requirement and gather information on current capabilities of businesses within the market. All information submitted in response to this Sources Sought Notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), Norfolk, VA on behalf of the National Ocean Service (NOS), National Centers for Coastal Science (NCCOS) located at Hollings Marine Laboratory, 219 Fort Johnson Rd Charleston, SC 29412, is conducting market research to determine potential sources to provide three (3) triple quadrupole mass spectrometers (SCIEX Triple Quadrupole 5500+ trap-based mass spectrometers or equivalent) and associated software start kit, trade-in credits and mixtures needed for installation and collaboration to support the Harmful Algal Bloom Monitoring & Reference Branch Ecotoxicology Branch. The anticipated North American Industrial Classification System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing. The size standard for this NAICS is 1000 employees. Background: The NCCOS Harmful Algal Bloom Monitoring & Reference Branch and the Ecotoxicology branch currently utilize four (4) SCIEX triple quadrupole mass spectrometers coupled to liquid chromatography systems for its analysis needs. Three (3) of these instruments two (2) API 4000 & one (1) 4000Qtrap are more than 15 years old, and are nearing the end of their service/support lifecycle, which results in a risk of being unable to meet the mission. Procuring the next generation of mass spectrometers will maintain our ability to generate high quality data to meet project deadlines while remaining operational and serviceable. The Harmful Algal Bloom Monitoring & Reference branch utilizes trap-based triple quadrupole mass spectrometers coupled to liquid chromatography systems to detect and quantify trace levels of algal toxins and their metabolites from a variety of environmental matrices while the Chemical Contaminants Research (CCR) group with the Ecotoxicology branch requires a trap-based triple quad mass spectrometer (MS/MS) to detect and quantify low to trace levels of environmental chemicals associated with physiological/hormone measurement, plastic marine debris, proteins, per and poly-fluorinated alkyl substances, pharmaceuticals and personal care products and persistent organic contaminants. These instruments must be able to reproducibly generate high resolution and high-quality MS and MS/MS data that include molecule fragmentation with multiple reaction monitoring (MRM) in order to accurately identify and quantify unknown analytes in complex matrices. Requirement: NCCOS has a requirement for the supply, delivery and installation of three (3) Sciex Triple Quad 5500+ system or equal systems as identified in the Statement of Need. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.���� Company name and address 2.���� System for Award Management (SAM) Unique Entity Identification Number 3.���� Type of business (e.g. large, small, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, women- owned small business, and/or economically disadvantaged women-owned small business) as validated in the SAM including the business size standard applicable to the NAICS code referenced in this Sources Sought Notice. 4.���� Company point of contact � name, phone number, and email address 5.���� Clear explanation of company�s ability to provide High Resolution TripleQuad Mass Spectrometer / Linear Ion Trap: Brand name or equal to as described in the minimum characteristics and technical requirements of the Statement of Need (SON): (5072083) Sciex Triple Quad 5500+ QTRAP Activated (minimum characteristics and technical requirements) and; Demonstrate the system is able to effectively analyze complex environmental sample extracts (including water, animal and plant tissue extracts) for a broad suite of algal toxins and their metabolites. These instruments will be coupled by the vendor to previously acquired liquid chromatography (LC) systems (Agilent 1290). Demonstrate that methods that have been developed and verified on the current instrument (Sciex Triple Quad 4000) will be easily translated to the requested instrument (Sciex Triple Quad 5500+ or equivalent). Demonstrate that methods have been developed for the analysis of the specific algal toxins being identified/quantified on the current instruments (SCIEX 4000 / Qtrap) will be easily translated to the requested instrument (SCIEX Triple Quadrupole 5500+ trap-based mass spectrometers or equivalent) Associated software starter kit Interested vendors must demonstrate that the generated data reports will be the same in structure to SCIEX Analyst� generated reports to adhere to our current data processing strategy Any trade-in credits for; API 4000 & 4000Qtrap Installation and on-site training 6. General Service Administration (GSA) Contract number, if applicable. 7. Country of Origin for Product (Manufactured) 8. Delivery time frame After Receipt of Order (ARO) Respondents are encouraged to provide any feedback, comments, and questions pertaining to this Sources Sought Notice. Responses to this Sources Sought Notice shall not exceed five (5) pages, including graphics, and shall be typed in Times New Roman 12 pt. font.
