Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research, to make appropriate acquisition decisions, and to gain knowledge of potential qualified businesses capable of providing the following: - RADIOPHARMACEUTICAL for the Wichita VA Medical Center This requirement is for Base and Four (4) Option Year *** See Statement of Requirement below for details *** The North American Industry Classification System (NAICS) Code for this Sources Sought is 325412 Pharmaceutical Preparation Manufacturing, with a size Standard of 1,250 Employees, and Product Service Code (PSC) of 6505. STATEMENT OF REQUIREMENT FOR PET Radiopharmaceuticals 1. INTRODUCTION This is to provide the Veterans Health Administration, Robert J. Dole VA with radiopharmaceuticals for Positron Emission Tomography (PET) imaging studies. 2. BACKGROUND Radiopharmaceutical preparation of doses and testing shall be performed at contractor facility provided by a board-certified Radiopharmacist and delivered to the Robert J. Dole VA PET Hot Lab at 5500 E. Kellogg, Wichita, KS. Deliveries will be made Monday through Friday from 6:30am to 4:00pm. Contractor shall provide emergency deliveries as requested by the VA PET Technologist. Personnel assigned by the contractor to perform services covered by this contract shall be licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia. Because of the critical need of these supplies for any add on cases throughout the day and due to the short half-life of the FDG doses, vendors must be within a 50-mile radius of the Robert J Dole VA Medical Center or can deliver within a 2-hour timeframe. 3. SCOPE OF WORK Contractor s employees will be given escorted access to the Hot Lab that houses the Radiopharmaceuticals in the PET CT Center for deliveries and pick-ups. Delivery personnel will be bonded by the contractor. 4. TECHNICAL REQUIREMENTS Must supply the following radiopharmaceuticals for a fixed PET scanner. PET scans are performed 6-8 patients per day, Monday through Friday. FDG F-18 NaF Copper Dotatate Contractor will bill monthly, in arrears. All services rendered will be itemized by patient name, date of service, radiopharmaceutical provided, and unit cost. Contractor shall be responsible for maintaining Automated Data Processing (ADP) Security. Contractor shall be responsible for safeguarding and maintaining patient information in the strictest confidence in accordance with the Privacy Act, HIPAA and all other applicable state and federal laws. Orders can be placed orally by telephone and/or fax Transmission or by web ordering. Orders normally will be placed by 3:00pm. Delivery shall be required by a minimum of 1 hour prior to the earliest ordered dose for the following workday. Due to the demands of the Medical Center s care requirement, there shall be no restriction to the number of orders and number of deliveries required per day placed by the VA Nuclear Medicine Technician s. The delivery order shall specify patient name, contract item (s) and quantity, time (s) of delivery and applicable VA order number. Deliveries will be made Monday through Friday between the hours of 6:30 am and 4:00 pm. Time of delivery is mutually agreed upon at the time of receipt of telephone orders. The service covered by this contact shall be furnished by the contractor as defined herein. The contractor shall not be required, except in case of emergency, to furnish such services on a national holiday or during non-working hours as described below. Federal Holidays are as follows and include any other days specifically declared by the President of the United States to be a national holiday: New Year s Day Martin Luther King s Birthday President s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Christmas Access to this location during non-work hours shall be obtained by contacting a PET Technologist at 316-685-2221 ext. 57351 or 57354. Deliveries will be supervised by the PET Technologist before beginning delivery operations. Contractor will contact the PET Technologist prior to delivery to arrange for delivery supervision. Certified PET Technologists employed by the Robert J. Dole VA Medical Center are authorized to place orders under this contract. Quality Control: Calibration time for each requested radiopharmaceutical will be provided by the Nuclear Medicine Technician at the time of order being placed. The quantity of radioactivity for supplied radiopharmaceuticals will not deviate more than -5% at the time of calibration, from the quantities specified. The expiration date and time shall be indicated and affixed to each product as noted below; in general: Ready-to-use FDG doses: not shorter than one (1) hour. Copper (Dotatate) dose: Not shorter than twelve (12) hours. In the event that a quality control or material defect is suspected and/or detected by any Veterans Affairs PET Technologists, the Contractor will be requested to provide any consultation necessary to alleviate any said suspicion and/or defect by the following: Provide technical expertise in calibration. Provide professional examination of product; submit results and recommendations to the Contracting Officer. Make expedient replacement of any product suspected of being deficient. Contractor shall produce radiopharmaceuticals as described in the Bid/Price. Contractor shall make quality control records available to the VA Medical Center upon written request from the Contracting Officer. 5.
