DESCRIPTION: This Sources Sought Synopsis shall be used to determine the availability of potential sources having the skills and capabilities necessary to remove compressor, tanks, and general cleanup of E3 Mechanical Room in accordance with Statement of Work, at the G.V. (Sonny) Montgomery VA Medical Center located at 1500 E Woodrow Wilson Ave, Jackson, MS 39216. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis including, commercial market information. This is not a solicitation announcement. This is a sources sought synopsis only. Questions should be submitted by email to anthony.mitchell4@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, or large business) relative to NAICS code 236220 Commercial and Institutional buildings renovation, size Standard $39.5 Million. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the Contract Opportunities website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please demonstrate the contractor's ability to perform services of this nature as the course of its daily business operations. Services shall be performed in accordance with industry standards and practices by qualified personnel. Responses must be emailed to anthony.mitchell4@va.gov no later than 3:00 PM CST, June 14, 2022. Your response should include both the STATEMENT OF CABABILITY, BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place Attention: Removal of compressor, tanks & general cleanup of E3 Mechanical Room"", in the subject line of your email. This notice is to assist the VA in determining sources only. A solicitation is not currently available; therefore, DO NOT REQUEST A COPY OF A SOLICITATION THAT DOES NOT EXISTS. If a solicitation is issued it will be announced later, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. REQUESTED INFORMATION: STATEMENT OF CABABILITY: (1) Submit a brief five (5) pages or less capability statement explaining your ability to perform ""Removal of compressor, tanks & general cleanup of E3 Mechanical Room"", in accordance with Statement of Work. Include the number of qualified personnel needed to accomplish this service. Include experience in performing these services for the VA, other Government (Federal or State) agencies, or for a private medical facility. Please specify the number of workers available and availability to start date after receipt of purchase order. SPECIFIED REQUIREMENT: The contractor shall communicate its capabilities to accomplish the following: STATEMENT OF WORK This Statement of Work defines specific work activities, deliverables, and timelines a Contractor must execute in performance of the specified work: Facility Management Service at the G.V. (Sonny) Montgomery VA Medical Center located at 1500 E Woodrow Wilson Ave, Jackson, MS 39216. CONTRACTOR shall be responsible to perform all requirements expressed in this Statement of Work. CONTRACTOR s failure to address any requirement and/or submit pricing in quote does not relieve the CONTRACTOR of the obligation to complete all requirements and provide a complete and fully functional system herein. Contractor shall attend site visit before submitting quote to Contracting Officer. Site visit date scheduled for June 22, 2022, 10:00 am to 11:00 am. Requesting Service: Engineering (138) G.V. Woodrow Wilson Drive, Jackson, MS 39216-5116 Documentation of site visit will be submitted to the Contracting Officer by the Program Office within 24 hours after site visit is conducted. TERMS The term ""OWNER or VA , as used throughout this document, refers to the Department of Veterans Affairs. The term ""CONTRACTOR"" as used throughout this document will mean the winning bidder to this Request for Quote (RFQ). The term ""RFQ"" as used throughout this document will mean Request for Quote. INTENT The G.V. (Sonny) Montgomery VA Medical Center is seeking a CONTRACTOR for services in the E3 mechanical room. Services to include removal of three dryer tanks, removal and turn in two Kobelco units, and cleaning of a breeze way. All equipment, and labor shall be furnished by contractor. Services to take place at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. GENERAL CONDITIONS VA s Normal Working Hours are 7:00 am to 4:30 p.m., Monday through Friday. Contractor may work earlier or later in the day and on weekends or federal holidays with the COR s approval at no additional cost to the VA. Special care must be taken while working in the Patient Care areas, i.e., low noise, low dust, maintain environmental conditions, etc. If patient care is unaffected, work may generally be accomplished during normal business hours. Noise disturbances and utility shutdowns/tie-ins shall be coordinated with the COR and shall not interfere with VA facility operations. The following legal holidays are observed by this Agency: New Year's Day January 1st Martin Luther King's Birthday Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19th Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11th Thanksgiving Day 4th Thursday in November Christmas Day December 25th and any other day declared by the U.S. government as a federal holiday. Supply all resources necessary to provide complete and fully functional systems as described herein. The selected CONTRACTOR shall be responsible to provide all necessary project management, onsite supervision, and labor to complete the work described herein. Submittals are required for all items. VA review & approval of all submittals is required prior to installation. Continuous communication and coordination with the COR are hallmarks of successful projects. BASE REQUIREMENTS Disconnect one Kobelco model #KNW00-A/L serial# 16L6117241. Kobelco KNW00-A/L Serial # 16C6117240 is ready to disconnect. Both units will be turned into Warehouse. CONTRACTOR SHOULD DO SITE FIELD VERIFICATION OF THE EQUIPMENT (COMPRESSOR & TANKS) TO BE REMOVED. Remove two Quincy compress units Model #QSB-15, serial# BU1111300024 & BU1111260004. Remove three gray air tanks and tie the line back into the air system. All connections to be soldered and checked for leaks before completion of services. Completely remove from E3 room. Remove unwanted items (pallets, fans, trash etc.) from the access way to the opening to gain access to the outside of the building. PVC running from E3 mechanical room (chiller pipe) to outside the outside elements should be painted in a UV resistant paint. Color to be determined at time of install. All things that are not lists and may cause issues should be brought to the attention of the COR timely to be discussed with the Contracting Officer at time of the bid. GENERAL REQUIREMENTS A. For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task along with associated milestone dates. The contractor's subtask structure shall be reflected in the technical section and detailed work plan. All work shall meet all federal, state, and local Codes/requirements. The Contractor shall closely coordinate all work with the VA COR or designee to schedule work so that it does not interfere with patient care. Contractor shall identify a Project Manager who shall be available as necessary by phone or in person to address any scheduling or operational issues. The project shall be completed within 60 calendar days. WARRANTY A. Contract shall include a complete 1-year warranty that begins at project closeout. NOT IN THIS SCOPE OF WORK NOTE: Any damage caused by contractor carelessness or negligence, shall be repaired by the contractor. Contractor shall attend site visit before submitting quote to Contracting Officer. Site visit date scheduled for June 22, 2022, 10:00 am to 11:00 am.
