- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB688000-22-02036 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures.�This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06. The associated NAICS 335921 code has a small business size standard of 1,000 employees. This requirement is set aside for small business competition. Background / Scope: The National Institute of Standard and Technology's Ion Storage Group is working to develop quantum networking technology based on optical cavities made using optical fibers. To support this research, the group requires one (1) optical fiber fusion splicer that uses active core allignment and is capable of splicing polarization-maintaining (PM) fiber for telecom and visible wavelengths as well as fibers with dissimilar mode-field diameters (MFDs).� The attached specifications and requirements document (Attachment A) includes all Government requirements. All proposed items must meet all capabilites listed in Attachment A. Basis of Award is Lowest Price Technically Acceptable (LPTA) and NIST will evaluate the lowest price quotations first, and then stop evaluating quotes when NIST has identified the lowest price quotation that is technically acceptable. Vendors must submit all questions concerning this solictation via email, utilizing the Question Submittal Form (Attachment B), to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov. Questions should be submitted no later than 10:00 am Mountain Time on June 10, 2022. All responses to the questions will be made in writing, without identification of the questioner. Even if provided in other form, the question responses included in the amendment to this solictation, if necessary, will govern performance of the contract. Vendors shall submit their quotations so that NIST receives them no later than 10:00 am Mountain Time on June 17, 2022. Fax quotations shall not be accepted. Email quotations shall be accepted at aaron.ritter@nist.gov. Please reference the RFQ number in the subject line of email communications and attachments. Vendors' quotations shall not be deemed received by the Government until the quotation enters the email box set forth above. See attached RFQ for additional details, evaluation criteria, submission instructions, provisions, and clauses.
