- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the support and sustainment of Combat Environment Instrumentation Systems (CEIS) on the Test & Evaluation and Training (T&T) ranges. This is a follow-on effort to IDIQ contracts N6893617D0010 through -0015. The contractor will be required to deliver new and reconfigured range instrumentation systems components and equipment, as well as perform sustainment and upgrade of those systems. The contractor shall support the design and integration of those systems into the T&T ranges, and modify or upgrade existing hardware and software systems. The IDIQ MAC is anticipated to have a ceiling of roughly $249.9 million. It is anticipated that there will be a combination of Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) line items to satisfy requirements. This procurement will be solicited under full and open competition per Federal Acquisition Regulation (FAR) 6.102(b). More information will be provided in the Request for Proposal (RFP), solicitation number N6893620R0116, to be posted in Contract Opportunities on the System for Award Management (SAM) website at https://www.sam.gov/ and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module on or about 16 June 2022, and will close 30 days from the RFP issue date. All responsible sources may submit a written proposal, which shall be considered by the agency. Prospective offerors must be registered in the SAM database at https://www.sam.gov/ and complete annual electronic representations and certifications in conjunction with the aforementioned registration. Offers and responses to the solicitation shall be submitted using the instructions in Section L of the solicitation. If the solicitations Section L instruction to offerors state the PIEE Solicitation module will be used for electronic proposal submission, Contractors are required to register in PIEE to obtain access to the solicitation module. To register in PIEE, go to https://piee.eb.mil/, and click on Register. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code�s Data Custodian POC to request access to CUI.
