Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced contract is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 237310 and the business size standard is $39.5 Million. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project, the magnitude of this project is between $1,000,000 and $5,000,000. The location is Chesapeake and Ohio Canal National Historical Park, Harpers Ferry Road, Knoxville, MD at GPS Coordinates LAT N39 19� 51.7153 and LONG W77 44� 07.8340. The period of performance is for 365 calendar days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Proposal (RFP) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about June 22, 2022. USDA BioPreferred product categories apply to this acquisition. Project Description The Chesapeake and Ohio Canal National Historical Park preserves the rich history of the canal. Within the canal, there are many classified structures listed on the National Register of Historic Places. The revetment walls at Level 33 are one of these structures. This project will reconstruct a failing section of dry-laid stone wall. The wall directly supports a public road that is carried on top of it and is located on the berm side of the canal. At the major segment of interest, this project will temporarily brace, dismantle, and rebuild the stone wall to restore its structural integrity. A wall drain system will be added behind the reconstructed masonry wall to relieve the hydrostatic pressure. The project will require temporary scaffolding and excavation to execute the reconstruction. Demolition and restoration of the existing roadway with appurtenant traffic control measures is included in the work. A few isolated areas of the wall outside the major segment of interest will be stabilized without full wall reconstruction. The canal prism will be used as a staging area, and it will be restored at the conclusion of the project. The dry laid stone wall in question is approximately 150� long and 16� � 23� high. Failure of the wall would have a direct negative impact on Harper�s Ferry Road which is a county road located on and surrounded by NPS property. This 1.7-mile segment of road is relied upon by the local community for access to residential and emergency service.
