Description
This solicitation is for Ramey Unit School in Aguadilla, Puerto Rico. This acquisition will result in a Firm Fixed Price Contract Award.The Work will construct a new two story, 124,730 square foot (maximum), 21st Century Unit School. The school will have a design population of 448 students and is programmed to provide 21st century learning studios for the pre-K through 12th grade students with a staffing authorization of 61. Program requirements are based upon the authorization Program for Design (PFD) dated September 23, 2016 and the DoDEA 21st Century Educational Specifications (V5.0) for Elementary, Middle and High Schools.The Work will require the demolition of the existing Ramey Unit School (approximately 20 structures and associated infrastructure plus site features.) for a total of 122,792 square feet. Demolition also includes removal of the salvage material and equipment to be reused by the owner. All environmental remediation/abatement required prior to demolition shall be included in the Work. Additionally, the facility will require testing for Cadmium, Chromium and Chlordane prior to the demolition to assess the need for any remediation of these materials. The contractor will test for cadmium and chromium on the protective coatings on structural steel, tanks, piping, and other metal building components. Coating samples will be scrapped to represent each type of metal coating present, for a total of approximately 100 samples prior to demolition or otherwise removal of the metal components. Use laboratories that fully accredited by the EPA NLLAP. Local applicable regulations shall be observed concerning threshold concentrations for handling and disposal of metal components.The work is located in Aguadilla, Puerto Rico.Period of Performance is 1673 Calendar Days.Pursuant to the Defense Federal Acquisition Regulation Supplements (DFARS) 236.204, the magnitude for this project is between $25 million and $100 million.Evaluation Criteria: The contract will be solicited and procured using FAR Part 15 Contracting by Negotiation (LPTA - Lowest Price Technically Acceptable).
