RFI for the PMA-260 Industry Day July 2022 for the Replacement Aircraft Engine Test Instrumentation (ETI) System SUMMARY This announcement constitutes a Request for Information (RFI) notice for planning purposes only.� The RFI is issued for determining potential technologies and capabilities to consider for the future of Naval Aviation Common Support Equipment from industry and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services identified in response to this notice.� No solicitation documents exist at this time.� Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor in any potential future solicitations/contracts.�� NAVAIR's Aviation Support Equipment program office (PMA260) manages the procurement, development and fielding of Common Ground Support Equipment (CSE) and Automatic Test Systems (ATS) that support every Type/Model/Series aircraft within the Naval Aviation Enterprise.� PMA260 is planning to host a hybrid industry day, in-person at the Naval Air Warfare Center Aircraft Division located in Patuxent River, MD and virtually through Microsoft Teams in order to provide opportunities for industry to learn about the need for the Engine Test Instrumentation (ETI) replacement with the potential for follow-on one-on-one meetings regarding technologies that industry has developed that may address this need.� This opportunity is open to all companies that have products that provide the ability to test Navy and Marine Corps aircraft engines as outlined in the Technology Focus Areas below.� TECHNOLOGY FOCUS AREAS PMA260 seeks commercial, off-the-shelf, Engine Test Equipment (ETI) systems that can meet, or be modified to meet, the following requirements: Operating Specifications Perform off-aircraft performance testing on: Turbofan engines (F404, F405, & F414) Turboshaft engines (T64 & T700) Turboprop engines (T56-427A, & T56-16) Technical Requirements ETI system: Provides Navy and Marine Corps, out-of-airframe, Intermediate (I) � Level test capability for various aircraft engines. Is intended to be used for both shipboard and land based engine test activities and can display various test data and performance parameters of aircraft engines under test. Will conduct performance testing on turbofan engines, turboshaft engines, and turboprop engines across multiple Navy and Marine Corps sites. Will acquire, process, store, and display engine data to meet all current test requirements. Will be developed with an Open / Modular Architecture design. Will implement cyber security compliant design measures. Navy and Marine Corps currently have three (3) ETI system variants to support turbofan, turboshaft and turboprop engines: Jet Engine Test Instrumentation (JETI) Shaft Engine Test Instrumentation (SETI) Turbo Prop Test Instrumentation (TPTI) Each ETI variant uses unique Test Program Sets (TPSs) developed for each engine that is currently using National Instruments LabVIEW 2016. Total inventory of 51 engine test cells is planned to be replaced to include 12 aircraft carrier mounted, 17 shore based fixed, 22 shore based mobile. The ETI variants (JETI, SETI and TPTI) are reaching end of life and exhibiting sustainment, obsolescence, and calibration challenges within the following components: Throttle System Computers VXI Chassis Data Acquisition Equipment Stepper Motor Controllers Request for Information Please provide the following information about your ETI Systems via hard copies or digital format (i.e. PDF, MS-Word, MS-Excel): General description of ETI product(s)/technology, approach for integrating products and technologies into a common suite of USN and USMC ETI systems and projected lead times. Overview of ETI System concept of operations including any operator�s manual or calibration procedures for any developed or fielded systems if available. Description of open, common, and/or modular architecture products and approach to maximize commonality across existing or planned turbofan jet, turboshaft, turboprop ETI systems to reduce life cycle support and sustainment costs. Overview of the suitability of your existing or planned ETI system to be operated and maintained in the Fleet Intermediate maintenance level environment both ashore and afloat. Provide results of any environmental, electromagnetic interference, shock or vibration testing that your ETI equipment has undergone). Overview of your strategy/technology for developing engine specific TPSs. Overview of approach to obsolescence management to ensure any newly fielded ETI system would be sustainable and supportable over a minimum life cycle of twenty (20) to twenty-five (25) years. Overview of how your existing or planned ETI system would meet DoD Cyber hardening requirements and how you would implement DoD Cyber hardening requirements over the life cycle of your existing or planned ETI system. Overview of your ETI System support maintenance philosophy including any maintenance manuals, if available, to support an organic maintenance strategy or service support agreements or Performance Based Logistics (PBL) support contracts for a contractor maintenance strategy. Information about any DoD contracts for your ETI products and what, if any, data products were developed and provided to the government (if applicable); Any commercial contracts or testimonials are also welcome � Please provide points of contact for any of these references. Information about your company/organization including a brief description of your company/organization, whether you are a small or large business, 8A status, hub zone status, veteran/women owned status and any past or present Small Business Innovative Research (SBIR) awards related to your ETI system products or technologies. Any pertinent product datasheets. Any additional information you think would be useful to consider in this RFI. If planning to submit anything in a hard copy format, please also provide a duplicate copy in digital format to the e-mail listed in this announcement.
