NOTICE OF INTENT FOR A SOLE SOURCE AWARD TO UMATILLA ELECTRIC COOPERATIVE FOR ELECTRICAL UTILITY SERVICES This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 �SYNOPSIS OF PROPOSED CONTRACT ACTIONS�. NAVFAC Northwest intends to negotiate/award a firm-fixed priced ten-year utility contract for electrical services on a sole source basis with Umatilla Electric Cooperative.�� �The services will be provided to the Naval Weapons Station Training Facility (NWSTF) Boardman in Umatilla, Oregon.� The Department of Defense�s statutory authority for the acquiring of utility services for military facilities is 10 U.S.C. 2304 and 40 U.S.C. 113(e)(3).� The sole source authority for executing the resultant contract for electrical utilities services is in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The contractor is Umatilla Electric Cooperative, PO BOX 1158, 750 E Elm Ave, Hermiston, OR 97838, for electric power (utility) services. The intent is to provide electric service to Naval Weapons Station Training Facility (NWSTF) Boardman. This contract action is critical as it will allow for uninterrupted electric Power service for NWSTF in support of training of military. This acquisition is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13.5, Simplified Acquisition Procedures for Certain Commercial Items (41 U.S.C. 3305, 3306, and Chapter 37); FAR 37.101, Non-Personal Services Contract, and FAR Part 41, Acquisition of Utility Services � This is not a request for quotations. No solicitation package is available. Any responses to this notice must be received no later than 8:00 AM Pacific Standard Time, Thursday, June 28, 2022. No telephone inquiries be accepted.
