Description
***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Regional Office (PIRO) along with the Northwest Fisheries Science Center (NWFSC), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with SGS AXYS Analytical Services Ltd. to procure the following: Analytical services to quantify the concentration of bifenthrin, a pyrethroid pesticide, and triclosan, a personal care product, in water and fish tissue samples. Qty 52 � Bifenthrin analysis in water Qty 52 � Triclosan analysis in water Qty 8 � Triclosan analysis in fish The vendor will quantify bifenthrin (CAS#82657-04-3) in 52 water samples by high resolution gas chromatography-high resolution mass spectrometry (HRGC/HRMS). The HRGC/HRMS instrument must be regularly calibrated. The detection limit of the analysis method must be in the range of 1 to 10 ng/liter of water. Samples will be analyzed in batches with a maximum of 20 samples comprising a batch. One procedural blank and one spiked reference matrix sample must be run per sample batch. Batch quality control data must meet acceptance criteria of 50-150% recovery of spiked reference and the procedural blank not to exceed an absolute value of 10 ng bifenthrin. The concentration of bifenthrin in the water samples will be recovery-corrected. The vendor will quantify triclosan (CAS#3380-34-5) in 52 water samples by high performance liquid chromatography - tandem mass spectrometry (LC-MS/MS). The LC-MS/MS instrument must be regularly calibrated. The typical reporting limit of the analysis method is not to exceed 5 ng/liter of water. Samples will be analyzed in batches with a minimum of 6 samples and a maximum of 20 samples comprising a batch. Batch quality control data must meet acceptance criteria of 30-150% recovery of the labeled recovery standard, 30-200% recovery of the surrogate standard, and the procedural blank not to exceed an absolute value of 5 ng triclosan or ? 10% of the samples triclosan value. The concentration of triclosan in the water samples will be determined by the isotope-dilution quantification procedure with final concentrations being recovery-corrected. The vendor will quantify triclosan (CAS#3380-34-5) and its transformation product, methyl triclosan (CAS#4640-01-1), in 8 fish tissue samples by high resolution gas chromatography-high resolution mass spectrometry (HRGC/HRMS). The HRGC/HRMS instrument must be regularly calibrated. The typical detection limit of the analysis method is not to exceed 1 ng triclosan per sample and 0.1 ng methyl triclosan per sample. Samples will be analyzed in batches, with a minimum of 6 samples and a maximum of 20 samples comprising a batch. Samples are to be spiked with a surrogate standard and extracted, with the final extract spiked with a recovery standard. One procedural blank and one spiked matrix must also be run per sample batch. Batch quality control data must meet acceptance criteria of 30-130% recovery of the labeled surrogates and recovery standards, and the procedural blank of 0.2 ng triclosan per gram sample, and 0.02 ng methyl triclosan per gram sample. The final concentrations of triclosan and methyl triclosan will be recovery-corrected. ***The sole source determination is based on SGS AXYS specialized laboratory, developing analytical methods and executing analytical work under ISO 17025 certification and protocols. SGS AXYS is well known for the development of multiple EPA published reference methods for the identification and quantification of environmental contaminants at ng or pg per liter levels. SGS AXYS is the only commercial laboratory in North America employed as the primary developer of these methods (EPA 1600 series methods for ultra-trace organic contaminants) in the period 2002-2021. Method assignments are by method and applicable matrices, and future assignments are yet to be determined. All SGS AXYS methods use isotope dilution quantification, from relevent labelled surrogates added at the commencement of the analytical process. This corrects for any matrix bias, produces results that are determined and reported from the method performance for each and every sample. The methods require multiple masses or MRM transitions to be used to assign positive identification to the target compounds and allows for extensive clean-up processes to reduce matrix effects and false positives due to matrix effects at very low analyte levels. The overall effect produces defensible data at very low levels with much higher degrees of positive identification than other methods. The use of HRMS (high resolution mass spectrometry) and UPLC MS/MS instrumentation is required for this approach. Period of Performance will be from date of award through September 30, 2022. The applicable Size Standard is North American Industry Classification System (NAICS) Code 541380, with a Small Business size standard of $16.5M.� This is a simplified acquisition with an estimated value of less than $250,000.00 Total. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
