Description
GENOMIC ANALYSES Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Adele Roa-Varon for otolith microchemistry and population genomic analyses for fishes using Restriction-site Associated DNA Sequencing (RADseq) approaches. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Adela Roa-Varon has performed similar services for the Government. The contractor has over 20 years of experience in with genomics and otolith microchemistry of mesophotic and deep-sea fishes in the North Atlantic Ocean. She also has developed her own analytical bioinformatic pipeline to process data, and data continuity is important for this project to continue. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(2) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, Testing Laboratories. Responses or inquiries shall only be accepted through electronic mail addressed to yangzhideng@usgs.gov and must be uploaded and received in their entirety no later than June 10, 2022 at 1700 ET. Responses submitted by hardcopy or any web portal shall not be accepted or considered. Statement of Work 1. Project Description The Gulf of Mexico (GoM) has experienced numerous environmental catastrophes (oil spills, hypoxic events) in recent history. With continued anthropogenic threats in the marine environment coupled with global ocean change, there is an urgent need to make decisions that will lead to the effective management and conservation of vulnerable marine ecosystems in the GoM. The establishment of marine protected areas (MPAs) is not only essential to protect and conserve coral ecosystems, but it has been identified as one of the key restoration strategies for benthic communities impacted by the Deepwater Horizon (DWH) oil spill (Deepwater Horizon NRDA Trustees, 2016). The Flower Garden Banks National Marine Sanctuary (FGBNMS) has proposed to expand the boundaries of current protected areas to encompass additional coral sites (Office of National Marine Sanctuaries, 2016). To help guide FGBNMS management decisions, this project aims to address crucial gaps in our understanding of the processes that shape connectivity patterns in shallow coral ecosystems (SCEs) and mesophotic coral ecosystems (MCEs). 2. Types of Services Required Lab work and population genomic analyses for fishes (two to four fish species) using Restriction-site Associated DNA Sequencing (RADseq) approaches. Sequence data will be processed through established analytical bioinformatic pipelines that have already developed (e.g., identify and align loci, discover SNPs, and infer genotypes) and data analyses include identification and rate of connectivity among populations for the targeted species in the Gulf of Mexico.
