- Item Description:� Firm Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Universal (briefcase/pistol grip style) Captive Bolt Kits and Powerload charges. All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation. The period of performance is from date of award and not to exceed five years.� The nature and/or description of the action being approved. Sole Source Award �to (Large Business) Bunzl Processor Division, LLC / DUNS:� 007169634/CAGE Code:� 82544, for a Firm Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ)� for Universal (briefcase/pistol grip style) Captive Bolt Kits and Powerload charges. All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation. The period of performance is from date of award and not to exceed five years.� Description of the supplies or services required to meet the agency�s needs Jarvis .25 Caliber, Standard, Captive Bolt with ergonomically designed handle diverse� applications, from smaller to larger sized livestock euthanization.�Easy to use, operate and maintain and� built for long service life.� Includes Standard, Medium, Long and Concussion Heads for multiple stunning uses.� Cartridge strengths available, depending on usage.� Each kit should include a quick reference guide for users. Kits should be complete and ready for emergency use.� In addition, the government requests purchasing two types of power loads (charges) for use on swine, cattle, and bulls. The two larger charge sizes are needed with 1,000 charges per container for each kit. Initial purchase 25 blue and 25 orange. KIT INCLUDES: Locking Carrying Case User Manual Kit includes Stunner & Accessories: .25 Caliber P-Type Stunner with Handle HD Standard Bolt �HD Medium Bolt �HD Long Bolt �Concussion Head �Power Load cartridge, 1 x each, 50/tin Cash Cartridges .25 Blue, 3.0 Grain .25 Orange, 3.5 Grain Repair Parts and Special Tools (RPSTL): The Contractor shall identify and provide any special Support equipment / Special Test Equipment (SE / STE). The contractor shall provide updates to the list with engineering changes and safety issues as applicable. �The list shall include any applicable repair parts for the contractor deems necessary for the list.� Maintenance: The Contractor shall provide maintenance demonstration, instruction, video, and written manuals. Training Support Package (TSP) Provide a copy of the training support package that consists of equipment training outline, presentation, and assessment and/or collaborate with the NVS on the need to develop any additional training products such as a leave-behind training support package or training link, manual, and/or thumb drive. The leave behind package should contain sufficient material to sustain operator proficiency. Warranty: Units shall be warranted for one year and provide one-year replacement at no cost to the Government on parts and units. Assist in processing discrepancy reports, maintenance requests, warranty forms, quality deficiency reports, and equipment improvement recommendations. The statutory authority permitting other than full and open competition.� The following circumstance justifies the exception to sole source/brand name under FAR 13.5: In accordance with procedures at FAR 13.501(a)(i)(ii) and 2(ii) The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. And And FAR 6.302-1� (c) Application for brand-name descriptions. Statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.� Bunzl Processor Division, LLC DUNS: 007169634/ CAGE: 82544 SAM: T2CVHHABXYD3 is the exclusive distributor of the JARVIS (brand) hand held stunner line in the United States.� �NVS has procured captive bolts from this vendor previously under five year IDIQ Contracts AG-6395-C-11-0138 and �AG-6395-C-16-0210.� This is the only captive bolt product of its kind utilized for NVS depopulation of Swine, Cattle and Bulls. �The JARVIS (brand) �captive bolt is the only system that responders have received training and certification to operate.� The National Veterinary Stockpile currently has 300 of these Universal (briefcase/pistol grip style) Captive Bolt Kits in inventory.� �Procuring the same captive bolts systems will ensure consistency across the agency.� The captive bolts will be utilized by trained and certified agency response personnel and secured with the Incident Management Team during a national emergency for depopulation. Vendors must have the capability to meet the AVMA guidelines to ensure that animal welfare laws are not violated. The Universal (briefcase/pistol grip style) �JARVIS (brand) Captive Bolt Kits sold in the United States only by Bunzl Processor Division, LLC, have been highly effective.� Description of efforts made to ensure offers are solicited from as many potential sources as is practicable.�� Previously Sources researched stated they could provide other devices, such as Koechner's Euthanizing Device, which USDA deems inappropriate for depopulation. Quality euthanasia and humane slaughter represent important aspects of animal welfare. Captive bolt technology enables USDA with emergency depopulation capability in accordance with animal welfare goals by delivering scientifically tested products that support: 1) AVMA Euthanasia Guidelines, 2) established animal welfare audit programs, and 3) the enhanced market requirements of retailers worldwide. No Response This Market research found that no other vendors manufactured a product that meets American Veterinary Medical Association (AVMA) Euthanasia Guidelines. The AVMA Guidelines for the Euthanasia of Animals are intended for use by members of the veterinary profession who carry out or oversee the euthanasia of animals. The overriding commitment of these Guidelines is to provide veterinarians guidance in relieving pain and suffering of animals that are to be euthanized Any other facts supporting the use of other than full and open competition.� JARVIS (Brand) Captive Bolt Euthanasia devices meet The American Veterinary Medical Association (AVMA) Euthanasia Guidelines. The JARVIS (brand) �captive bolt is the only system that USDA/APHIS/VS responders have received training and certification to operate. Listing of the sources, if any, that expressed a written interest in the acquisition.� None Statement of actions, if any, the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated. The Agency will remove any barriers to competition in the future by a public announcement via the SAM.gov� Opportunities website identifying the Government�s intent. The notification will include information how interested parties may submit capability information for review and consideration. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.� Sufficient historical pricing data exists for the Government acquisiiton activity to �determined fair and reasonable pricing.
