Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS �SOURCES SOUGHT� ANNOUNCEMENT.��ANY RESPONSE TO THIS SOURCES SOUGHT WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITION DECISIONS. BACKGROUND GSA Heating operation and Transmission District (HOTD operates water treatment plant to produce treated water t meeting specifications for boiler feed water, steam and chilled water. Consistent supply of salt is necessary for periodic regeneration of exhausted softeners, dealkalizers and polishers to fulfill GSA�s obligation to supply customers with acceptable products. On average twenty five (25) tons per delivery of salts is brought to GSA�s facility per truck load for water treatment. Solar salt is being use currently to serve the need of GSA�s water treatment with minimum problems to the treatment system Description of work Under requirements type contract (FAR 16.503) the contractor shall make bulk deliveries, approximately twenty six (26) tons per load, of solar salt equal to or better than 97.5% pure Sodium Chloride and less than 1.0% Calcium and Magnesium into GSA�s bulk salt tanks located in the tank farm using contractor�s pneumatic truck. Based on more than five (5) years historical data, the projected annual usage is estimated not to exceed 18 loads of 26 tons bulk industrial solar salt. The contractor shall ensure a transparent means agreed upon by both parties, of determining the quantity (in tons) of salt delivered into the tank. Manifests shall accompany all deliveries. The contractor shall maintain consistency in terms of the rightful amount of salt delivered into the tank by freely allowing GSA employees or contractors verification access. If at any time the quantity of salt delivered is found to be deficient by 5% of the agreed quantity, the contract may be terminated and contractor be asked to pay the losses. When the contractor is making a delivery and the salt tank volume/capacity is determined unable to accommodate the full quantity, GSA should be notified to ensure extra monitoring. The contractor shall furnish GSA with solar salt based upon request by GSA within 24 hours. In the event that the contractor is unable to supply solar salt to GSA within 24 hours or respond to an emergency request, GSA may impose a penalty that is commensurate with damages caused by lack of salt. Under requirements type contracts (FAR 16.503), deliveries shall be coordinated between the HOTD point of contact person and the contractors dispatch office by request, not fixed schedule, to ensure delivery of salt as necessary to ensure continuous supply at HOTD. Consumption varies seasonally. Invoicing shall be monthly after the first of the month, following GSA acceptance and approval of the prior month�s deliveries. The contractor shall provide qualified responsible work force to execute this contract and follow all the terms described herein. Period of Performance is one year with the government having the unilateral option to extend the contract annually for up to four (4) additional years. Quote shall provide price per ton of salt for one base year and four one-year options. 1 The contractor shall be responsible for his own equipment. Certain equipment, machines, and tools may require coordination with the GSA to ensure compliance with security regulations in the facility. The contract shall allow for purchase of replacement brine pumps and motors per specification of existing brine pumps and motors. Other equipment and commercial items integral to the proper functionality of the salt delivery system (from the truck connection to the brine tanks inside the plant) may also be sourced under the contract. III. General Contract Specifications �The materials required under this contract shall be delivered to the CHRP located at, 325 13th Street SW, Washington DC 20407. It shall be the responsibility of the contractor to ascertain and comply with the prevailing safety and security and all applicable environmental regulations at this location. It shall be the responsibility of the contractor prior to accepting this job, to seek clarification to any unclear items on the specification and inform themselves of existing site conditions. Failure to do so will in no way relieve the successful contractor from work that may be required to carry out the terms of the contract, in accordance with the true intent and meaning of the specifications at no additional cost to the government. The contractor is responsible for always ensuring health and safety of his employees on this site. Tools, equipment, materials etc. used on site must be of standard without violating any regulations. All waste generated as a result of contractor work, construction and/or installation of contractor supplied materials or equipment is the property of the contractor except items defined as ""salvage"" by the Government. The contractor is responsible for the removal of his wastes and shall not use government owned or controlled equipment to contain, store, or otherwise handle his trash or debris. THIS SOURCES SOUGHT, SHALL NOT BE CONSTRUED AS A FORMAL SOLICITATION.�INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. THE GOVERNMENT IS NOT LIABLE FOR ANY DIRECT OR INDIRECT COSTS INCURRED BY THE VENDOR IN PREPARING OR SUBMITTING THIS VOLUNTARY INFORMATION. Contractors who feel they can provide the GSA Heating Operation & Transmission District�s Central Heating and Refrigeration Plant with the above services are invited to submit in writing an affirmative response which includes the following information: 1.���What is the name of your business? 2.���What is your POC�s name, telephone number, e-mail address, and business address? 3.���Is your firm a large business, small business, a certified 8(a) small business, certified HUBZone business, Small Disadvantaged Business, Veteran, Woman, and/or Minority Owned Business and/or Service Disabled Veteran Owned Small Business concern according to NAICS�325998? 4.���Is your business eligible to perform the tasks as described in this document?
