- SOURCES SOUGHT TO DETERMINE POTENTIAL AVAILABILITY FOR� MISSION SUPPORT FACILITY SUSTAINMENT (MSFS) Product Service Code: S216 HOUSEKEEPING-FACILITIES OPERATIONS SUPPORT North American Industry Classification System (NAICS) Code: 561210 FACILITIES SUPPORT SERVICES Size Standard: $41.5 Million Place of Performance: �Facility systems operations, building and facilities logistical support for (3) three primary locations, Huntsville, AL (HSV), the National Capital Region (NCR) to include Fairfax, VA, Ft. Belvoir, VA and Lorton, VA; and Dahlgren, VA (DAHL) with the following locations only requiring facilities management support: Vandenberg Space Force Base, CA (VSFB) and Pacific Missile Range Facility, HI (PMRF) Purpose & Description of the Requirement: �The Missile Defense Agency intends to re-compete its existing contract for the Field Activity Services Support and the Global Facilities and Procurement Support requirements. �This Sources Sought is to find the number of potential vendors with capability sets that match MSFS support requirements. �This Sources Sought helps MDA determine the number of companies, and contacts, interested in submitting proposals for the formal solicitation. The Missile Defense Agency�s Mission Support Directorate (MS) requires support to manage and provide all the following: 1.�� �Provide support for a wide range of MDA facilities to include all labor, supervision, materials, equipment, program/project management and procurement support services. MSFS functions include but are not limited to the following: a.�� �Facilities Operations and Building Maintenance Support includes: 1)�� �Facility Maintenance Support 2)�� �Building Critical Systems Support 3)�� �Facility Systems Inspection Support 4)�� �Facilities Operations Support 5)�� �Facilities Management Support b.�� �Facilities Service Support includes: 1)�� �Facilities loading dock support, performance of receipt, storage, and issue functions for administrative supplies supporting local customers, trans-shipment operations utilized in support of both local and non-local customers, inventory management of administrative supplies and furniture 2)�� �Systems Furniture Support to support personnel moves and relocation services; assembly, disassembly, build outs and reconfiguration of systems furniture 3)�� �Operation of administrative consumable supply stores 4)�� �Administrative shipment support services, signage, and business center support such as restock of supplies, material and equipment moving activities 5)�� �Warehousing, shipping and receiving, administrative property management, receiving expendable and non-expendable equipment and supplies 6)�� �Storage management (long and short term) 7)�� �Packaging and shipping operations 8)�� �Issue and release of supplies and equipment 9)�� �Records management 10)�� �Move/relocation and delivery support 11)�� �Disposal/excess equipment and material processing operations 12)�� �Classified and Unclassified document destruction support 13)�� �Inventories of warehouse supplies, equipment or material to be performed quarterly 14)�� �Property management 2.�� �Provide discrete cradle-to-grave minor facility repairs, alterations, maintenance, restoration, modernization, sustainment, ancillary services, materiel and procurement support services for MDA facilities, manned and unmanned. Discrete project activities include but are not limited to: a.�� �Planning b.�� �Bill of Materials (BOM) c.�� �Management and Execution to obtain facility ancillary services, materiel and/or procurement support to completion of project d.�� �Minor Facility Repair, Alteration, Restoration, Maintenance and Modernization Services (including furnishings and related BOMs) e.�� �Facilities Engineering Services Management f.�� �Facilities Equipment Repair and Maintenance Services g.�� �Equipment in Place Support h.�� �Facility Sustainment Support Services i.�� �Building Critical Systems Repair and Maintenance Services j.�� �Related Support and/or Services required to support Paragraph 3 k.�� �Ancillary Services, Materiel and Procurement Support include but are not limited to: 1)�� �Snow Removal 2)�� �Ceremony Support 3)�� �Security/Personnel Monitoring Services 4)�� �Pest Control and Management (indoor and outdoor) 5)�� �Grounds Maintenance 6)�� �Conservation Services 7)�� �Pollution Prevention Services 8)�� �Custodial Services 9)�� �Refuse Removal and Disposal Services 10)�� �Locksmith Services 11)�� �Roof Repair Services 12)�� �Parking Lot Maintenance and Repair Services 13)�� �Window Cleaning Services 14)�� �Painting Services 15)�� �Tree Services 16)�� �Flooring Maintenance and Repair Services 17)�� �Tile and/or Stone Maintenance and Repair Services 18)�� �Moving Services 19)�� �Equipment and Supplies 20)�� �Other Direct Costs related to MSFS discrete project(s) 21)�� �Related Ancillary Services, Materiel and/or Procurement(s) needed for any peculiar MSFS projects/activities required in support of MSFS requirement 3.�� �Provide personnel monitoring support for multiple contractors and vendors that do not have the required security clearance for access to MDA facilities (i.e., uncleared individuals). Monitoring personnel shall remain with uncleared individuals for the duration of their work within MDA facilities. Security monitoring services support personnel will be required to execute other duties to support other facilities management and facilities support functions, as required. MSFS support includes all labor, supervision, materials and equipment not otherwise specified as government-provided, necessary to manage and support designated MDA MSFS locations and discrete cradle to grave facility projects. MDA�s MSFS locations include: a.�� �Facility systems operations, building and facilities logistical support for (3) three primary locations, Huntsville, AL (HSV), the National Capital Region (NCR) to include Fairfax, VA, Ft. Belvoir, VA and Lorton, VA; and Dahlgren, VA (DAHL) with the following locations only requiring facilities management support: Vandenberg Space Force Base, CA (VSFB) and Pacific Missile Range Facility, HI (PMRF) b.�� �MDA facility sites (manned and unmanned) world-wide. This is a Request for Information (RFI) only. �The Government will not pay for information or administrative costs submitted in response to this notice. �The Government will not provide feedback to any vendor regarding individual capabilities in response to this RFI. The Government highly discourages submitting proprietary or business sensitive information. �Vendors submitting proprietary or business sensitive information bear the sole responsibility for marking the information for appropriate safeguarding. �Proprietary information will be protected from unauthorized disclosure as required by Subsection27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as the �the Act�), as implemented in the Federal Acquisition Regulation (FAR). There is a 20 page limit for this RFI.� Because one objective of this Sources Sought is to determine the capability of small business to meet the requirements contained herein, and to inform the acquisition strategy with regard to setting aside any future acquisition for small businesses, MDA requests the following information:� -�� �The prime small business contractor responding to this RFI must include their past experience in managing subcontractors on similar requirements, and if applicable, include subcontractor or teaming partners past experience applicable to requirements specified in this Sources Sought. -�� �Responsible small businesses planning teaming arrangements to meet the support requirements listed above are expected to articulate the portions of work that the prime small business intends to perform as well as articulate the portions that subcontractors or teaming partners (if applicable) will perform. �Responses must include business size and business socio-economic category of all subcontractors or teaming partners identified to perform work associated with the NAICS code for this Sources Sought. � If your company is interested in submitting a potential proposal when the Request for Proposal/Request for Quote is released please reply by email to MDAMSFS@mda.mil.
