- Naval Information Warfare Center (NIWC) Atlantic, intends to award a requirement on a sole source basis to US Tower Corp, 1099 W. Ropes Avenue, Woodlake, CA 93286, to purchase US Tower Corp Brand name PN 10001- 0012-0000 a HF Receive/Transmit Antenna Mast (MA50GE Flange Mount Mast System (PN 10001-0012-0000). NIWC Atlantic has been tasked to install a Fanlite Antenna in support of Military Construction (MILCON) P-205 Force Complex. The referenced mast system meets the specifications detailed with the Installation Design Plan for the MILCON P-205 Antenna Group. Technical specifications include: a.Maximum Payload 250 Lbs b.Service Wind Speed 70 MPH c.Survival Wind Speed 110 MPH d.Retracted Height (AGL) 11.5 Ft. e.Elevated Height (AGL) 50 Ft. f.Top section must be composed of non-conductive material (at least 36 inches) such as a carbon fiber g.Must have crank up re-tractability for servicing of antenna balun due to the fact that tilting antennas increases risk of damaging balun and a non-movable mast will require specialty equipment and training h.A deployed footprint of 30 Ft. x 30 Ft. i.Must have a Rapid Deploy Guy Kit for guy wires to allow field techs and sailors to correctly tension wires without specialized training and tools. j.Kevlar rope insulator components for guy wires to not interfere with RF transmissions. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates award of a Firm-Fixed Price purchase order. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
