Modification 2: The purpose of this modification is to add a revised Performance Work Statement dated 06/01/2022 and final questions and answers document with attachments.�� ****************************** Modification 1:�� The purpose of this modification is to add CAR Clause 1352-201-72 Contracting Officer's Representatiave (COR).� Please see below. CAR 1352.201-72 Contracting Officer�s Representative (COR) (April 2010) �(a)��The Contracting Officer�s Representative (COR) will be identified under separate cover after ������������������������������� award.�The COR may be changed at any time by the Government without prior notice to the ��������� ����������� contractor by issuance of a new appointment letter. The location of the COR will be provided at ����������������������� the issuance of the COR appointment letter. (b)� The responsibilities and limitations of the COR are as follows: (1) The COR is responsible for the technical aspects of the contract and serves as technical liaison with the contractor. The COR is also responsible for the final inspection and acceptance of all deliverables and such other responsibilities as may be specified in the contract. (2) The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, terms or conditions. Any contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the express written prior authorization of the Contracting Officer.� The Contracting Officer may designate assistant or alternate COR(s) to act for the COR by naming such assistant/alternate(s) in writing and transmitting a copy of such designation to the contractor. This is a total small business set aside. ****************************** �(I)�������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II)�������� This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on RFQ Number NF-FT5100-22-01786MWH. (III)������� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 (May 2022) Deviation (2021-06)(Sept 2021). (IV)������� This solicitation is being issued as a total small business set aside. The associated NAICS code is 611430.� The small business size standard is $12.0M. (V)�������� This combined solicitation/synopsis is for the purchase of the following commercial item(s): Services, Non-Personal, to provide labor, materials and equipment (unless otherwise provided herein) to provide services to enhance employee engagement and senior leadership capacity. Specifically, PIRO seeks contractor support to address identified issues associated with PIRO�s Senior Leadership Board (SLB) members as specified in the attached, incorporated Performance Work Statement (PWS). (VI)������� Description of requirements is as follows:� Services, Non-Personal, to provide labor, materials and equipment (unless otherwise provided herein) to provide services to enhance employee engagement and senior leadership capacity. Specifically, PIRO seeks contractor support to address identified issues associated with PIRO�s Senior Leadership Board (SLB) members as specified in the attached, incorporated Performance Work Statement (PWS). (VII)����� Date(s) and place(s) of performance and acceptance:� Place of Performance:� Base Year � tasks 1, 2, 3, and 4 will require some on-site access to meet with staff but the majority of the work will be conducted virtually.� Pacific Islands Regional Office, 1845 Wasp Blvd, Bldg. 176, Honolulu, HI 96818-5007 Option Year - task 5 may be conducted virtually.� Onsite work will be conducted at the Pacific Islands Regional Office, 1845 Wasp Blvd, Bldg. 176, Honolulu, HI 96818-5007. Period of performance:� Base Year:� 12 months from date of award Option Year 1:� 12 month period starting at the end of the base year�������������������������������������������������������������������������������������������������� (VIII)� FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition. This is a tradeoff, best value RFQ. NOTICE TO OFFERORS:� Instructions for submitting quotations under this request for quote must be followed.� Failure to provide all information to aid in the evaluation may be considered non-responsive.� Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. ""THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES.� IT IS THE CONTRACTOR'S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT"". CAM 1352.215-72 Inquiries (APR 2010) OFFERORS MUST SUBMIT ALL QUESTIONS CONCERNING THIS SOLICITATION IN WRITING TO MARILYN.HERRERA@NOAA.GOV.� QUESTIONS SHOULD BE RECEIVED NO LATER THAN 4:00 P.M. MDT/MST, 06/03/2022.� Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� (End of clause) �(IX)� FAR 52.212-2 EVALUATION � COMMERCIAL ITEMS (NOV 2021), applies to this acquisition.� Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers.� All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on: Technical Approach and Capability.� It is the contractor�s responsibility to provide, with the quote, all necessary documentation and/or information for the Government to make a determination that the contractor is technically capable and acceptable to compete the services as specified in the Performance Work Statement.� �� Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Provide at least two references of similar projects as well as contact information for those projects, contacts emails and contacts telephone numbers.� Price The Government intends to award a tradeoff, best value, firm fixed price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
