- This is a Sources Sought announcement only for market research and planning purposes. This is not a Request for Proposals. It does not constitute a solicitation and shall not be construed as a commitment by the government.��Responses in any form are not offers and the government is under no obligation to award a contract as a result�of this announcement. No funds are available to pay for preparation of responses to this announcement. Any�information submitted by respondents to this announcement is strictly voluntary. Responses will not be�returned to the responder. Not responding to this notice does not preclude participation in any future request�for quote (RFQ), invitation for Bid (IFB) or Request for Proposal (RFP), if issued. If a solicitation is released it�will be synopsized on the government-wide point of entry (GPE). It is the responsibility of potential offerors to�monitor the GPE for additional information pertaining to this requirement. The Florida National Guard is�conducting market research to garner interest and the capabilities of small business firms.� This SOURCES SOUGHT NOTICE; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items (SERVICES) suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, etc.) relative to NAICS 81111, Automotive Mechanical and Electrical Repair and Maintenance or comparable NAICS code. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Scope: The service the contractor will provide the FLARNG is executing scheduled services on all pieces of equipment that require services to be performed. Additionally, the contractor will perform field-level maintenance on faults discovered during the scheduled service. Background: The FLARNG has 2,392 scheduled services overdue due to the demands of the COVID-19 response and a manning shortage within the FLARNG maintenance shops. Period of Performance (PoP): The Period of Performance shall be 1 Base Year of 12 months and 3/12-month option years. Place of Performance:�The performance of the service will be conducted at two surface maintenance facilities; CSMS in Starke, Fl and FMS 6 in Haines City, FL. The Florida National Guard, USPFO, is seeking potential sources and feedback capable of performing all functions within the �Draft� Statement of Work for Auto Maintenance Repair and Servicing. Contractors with the expertise to successfully perform the requirements outlined in the �Draft� PERFORMANCE WORK STATEMENT attached are encouraged to submit a capability statement. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract. INSTRUCTIONS: 1. The information below provides a ""Contractor Capability Survey"" to allow you to document your company's capabilities in meeting these requirements. 2. If, after reviewing these documents, you desire to participate in the market research, please complete and return the Contractor Capability Survey below. Response format and due date information is specified at the bottom portion of this notice. Failure to provide a complete response may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. The acquisition strategy for this requirement has not been decided; however, the Florida Army National Guard is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. Description Sample Only/See Sample PWS Seeking market capability to provide/meet the following minimum requirement: REPAIR, SERVICING AND CONTINUED MAINTENANCE OF OVER 3,500 VEHICHLES IN 2 SERVICE BAY LOCATIONS. VEHICHLES ARE IN VARYING DEGREE OF NEED OF SERVICE. Request in NOT for the materials, but for the Mechanic to provide the manpower and labor over a expected one year period possibly 5 year period.� The Florida National Guard would like to have the costs broken down as follows:� Base 12-mos Year 1 (Option 1- 12 Mos) Year 2 (Option 2- 12 Mos) Year 3 (Option 3- 12 Mos)
