Performance Work Statement for ECT (Electroconvulsive Therapy) Devices 523-22-2-7307-0014 This is a pre-solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. INTRODUCTION/OVERVIEW VA Boston Healthcare System owns four (4) MECTA ECT devices [one Spectrum 5000M (serial # 10950), three Spectrum 5000Q (serial #'s 11802, 12412, 13261)] and associated equipment. While the devices have been reliable and have a relatively low maintenance history aside from routine scheduled maintenance, three of the devices range from 8 to 17 years old. The age of the devices and associated equipment, combined with the manufacturer notifying VA they discontinued manufacturing, support, maintenance, and service of the entire Spectrum product line, including accessories and consumables, as of September 2021, the Director of the Neuromodulation Service recommends replacement. 1.1 BACKGROUND The Neuromodulation Service requires three (3) ECT devices: One primary for the Brockton Campus in the Neuromodulation Suite; one primary for the West Roxbury Campus to treat medically high-risk patients; one emergency backup in the event either primary machine does not function appropriately. 1.2 SCOPE The scope of this contract shall be the acquisition requires three (3) ECT devices (or equivalent) delivered to VA Boston Healthcare System Brockton, 940 Belmont Street, Brockton MA 02031 1.3 OBJECTIVES The objective is to secure the acquisition of the equipment described below from a qualified vendor who has all means necessary to deliver the equipment of the type described, in a single delivery, within the stated period of performance and at a fair and reasonable cost to federal government. 2.0 REQUIREMENTS 2.1 TASKS Confirm, within twenty-four (24) hours of receipt of contract award, that the vendor can deliver the equipment to the site, 940 Belmont Street, Brockton MA 02031, within ninety (90) calendar days of date of contract award. Provide delivery of all equipment in new condition, complete and undamaged, to 940 Belmont Street, Brockton MA 02031 during regular business hours, 0800-1400 Monday through Friday. Provide written manufacturer warranty for equipment. Produced by Dartmouth/Hitchcock University Hospital 1 EA - Hospital Cart with Storage for Accessories 1 EA - Additional Year of Warranty (per year) 1 SET - MECTA Sigma Dual Hand-Held Electrode Assembly with Push Button 1 SET - MECTA Sigma Single Hand-Held Electrode Assembly with Push Button 1 SET - MECTA Sigma Dual Hand-Held Electrode Assembly without Push Button 1 SET - MECTA Sigma Single Hand-Held Electrode Assembly without Push Button All items must be new, absent defect, ready to operate. 2.3 SCHEDULE The period of performance shall begin on the date of award of the contract and shall continue through ninety (90) calendar days from the date of contract award. 2.4 ASSUMPTIONS The award of this contract assumes that the successful vendor has the required equipment and attachments available for shipment within the stated period of performance and in the required amounts. 3.0 GOVERNMENT FURNISHED PROPERTY 4.0 SECURITY REQUIREMENTS The VA Medical Center is a federal facility. No admittance shall be allowed without prior arrangement through the Neuromodulation Service. The vendor must contact the Neuromodulation Service, at least twenty-four (24) hours before delivery of materials so that arrangements for access to the facility can be made.
