- NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for informational and aquisition planning purposes only. 1.�� �The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� � � �1.1.� � �The proposed North American Industry Classification Systems (NAICS) Code is 561730 which has a corresponding Size standard of $8,000,000.00. The Government will use this information to determine the best acquisition strategy for this procurement. 2.�� �Program Details: Hill AFB, AFSC OL:H PZI Operational Contracting Office plans to procure Grounds Maintenance Services in accordance with FAR Part 37.� �� �2.1.�� �The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at HAFB and Little Mountain, UT, in a manner that will maintain healthy grass, trees, shrubs and plants, and present a clean, neat, and professional appearance. � � 2.2.� � Anticipated ceiling of this IDIQ contract is $9M. It is anticipated the ordering period will be for five years with a six year period of performance. �� �2.3.�� �There are approximately 4,000 acres of improved and semi-improved grounds. These areas consist of lawns and landscaping to include, athletic fields, parks, picnic areas, and shoulders along main thoroughfares. Sections with low levels of development include airfields, small arms ranges, antenna farms, munitions storage areas, and shoulders on secondary roads. �� �2.4.�� �Additional Maintenance requirements include approximately 3000 trees, 125 acres of irrigated areas, crack grass removal and edging on 500,000 square feet of sidewalks, 1.3 million square feet of vegetative and rock bed areas and snow removal on 400,000 square feet of walking surfaces. � � 2.5.� �Contractor shall implement quality control procedures addressing daily deficiencies, correct noted deficiencies in a timely manner, and provide solutions to problems when they arise. � � 2.6.� �Contractor shall be required to locally resolve any issues or problems that may arise. Contractor may be asked to perform additional work not anticipated in the original scope of work, perform emergency or special event grounds services required in areas to include erosion, clean-up of trees, limbs, and debris in aftermath of storms, drought situations and special events such as air shows and/or distinguished visitors. 3.�� �Submittals: To respond to this Sources Sought, interested parties must have an active registration in sam.gov. Contractor shall email the following information (see paragraphs 3.1 - 3.5 below) to the primary contact listed within this notice, and cc the secondary contact. Responses shall be limited to 5 pages ONLY. �� �3.1.� � Contact Information: name of company, address, point of contact, POC title, phone number, and e-mail address � � 3.2.� � Business Size Status under NAICS 561730 (i.e. SDVOSB, Small Business, Hubzone, 8(a), WOSB, Other than small)� � � 3.3.� � Sam.gov UEI, current status, and registration expiration date. � � 3.4.�� �Offerors Statement of Capability to perform an IDIQ contract of this magnitude and complexity. Your firm shall identify whether work was independently completed as a prime contractor or affiliated with another contractor (join venture or as subcontractor). If your role was as a subcontractor, describe the services your company provided. For each project listed, provide a brief description of the project, customer name, date of performance, and dollar value of project. � � �3.5.�� �Any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.
