- The 763 ESS is seeking information for potential sources with the capability to conduct a Line Operations Safety Audit (LOSA) under a firm fixed-price contract that supports HQ AMC and other Major Commands (MAJCOMs) operating Mobility Air Forces (MAF) current and future transport and tanker aircraft. The Government requires contractor support for threat and error identification for each flight crew position (Pilot, Loadmaster, and Boom Operator) on each Mission Design Series (MDS) aircraft (KC-10, KC-135, KC-46, C-5, C-21, C-40, C-17, C-130) and Maintenance, Aerial Port, Air Operation Center (AOC), and Aeromedical Evacuation positions. A LOSA is a formal process that requires contractor trained observers to collect safety-related data on environmental conditions, operational complexity, and air transportation specialists� performance. The LOSA process provides a diagnostic snapshot of strengths and weaknesses that AMC can use to bolster the �health� of its safety margins and prevent degradation of AMC cargo terminal operations. A Safety Investigation Board (SIB) is formed to analyze the observation data and recommend proactive changes in identified deficient areas. Confidential data collection and non-jeopardy assurance for Air Transportation Specialists are fundamental to the LOSA process. To assist 763 ESS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women- owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). �
