THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SOLICITING OFFERS OF ANY KIND. NO CONTRACT AWARD WILL BE MADE ON THE BASIS OF ANY RESPONSE(S) TO THIS NOTICE. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. In accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research and Public Law 109-461, the Department of Veterans Affairs is conducting market research to ascertain if there are verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns that have the capability to provide to the Government contractor support services to facilities listed below at a fair and reasonable price. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Regional Procurement Office - Central (RPOC) has a requirement for Acquisition Support Specialists to assist Medical Sharing, Services and Supplies, Specialized and/or Construction team(s) in work related to procurement for the VA.   Contractor shall provide qualified Acquisition Support Specialists to support acquisition requirements in procuring supplies, services, leases, sharing/selling agreements, construction, and clerical work related to procurement for the VA to include but are not limited to providing acquisition support to assist the Network Contracting Office (NCO) specific locations identified herein in person or remotely. At no time will contract support personnel perform functions that are considered to be inherently governmental as listed in Federal Acquisition Regulation (FAR) part 7.503(c)(12). The Contractor shall provide multifunctional acquisition support services including all aspects of both pre-award functions, including market research, providing business advice to customers, preparing solicitation and award packages including all related contractual documents, and post-award administration in support of NCO Contracting Officers to assist Medical Sharing, Services and Supplies, Specialized and/or Construction teams. The Contractor shall perform cradle to grave acquisitions functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies. The Contractor shall perform pre-award procurement functions including, but not necessarily limited to, requirements definition; market research; drafting contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS); coordinating with requiring activities, industry, and other stakeholders; and completing contractual files. The Contractor shall perform post-award procurement functions including, but not necessarily limited to, drafting modifications, monitoring Contractor performance and contract close-out. Acquisition Support Specialist Requirements: Acquisition Specialist (Junior): Acquisition Specialist shall possess all the demonstrated experience and knowledge requirements delineated below, as verified by a signed and dated resume by the individual and a corporate executive. Experience shall demonstrate abilities to support acquisitions valued above at or below the simplified acquisition threshold (SAT). Experience Requirements: The Acquisition Specialist (Junior) shall have a minimum of four (4) recent years of relevant experience in conducting comprehensive acquisition support activities with knowledge of Federal Acquisition Regulation (FAR) and/or VAAR as described in this PWS. Educations Requirements: Twenty-Four (24) semester hours of business or business relating courses such as the following: accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. A FAC-C or DAWIA Level I in Contacting Certification or courses leading to certification is preferred or demonstration of the completion of commercial courses equivalent to certification. If it is the firm's Contractor s standard commercial practice to substitute experience for education, please explain in RFI response. Acquisition Support Specialist (Intermediate) Requirements: Acquisition Specialist shall possess all the demonstrated experience and knowledge requirements as delineated below, as verified by a signed and dated resume by the individual and a corporate executive. Experience shall demonstrate abilities to support acquisitions valued above the (SAT). Experience Requirements: The Intermediate Acquisition Specialist shall have a minimum of six (6) recent years of relevant experience in conducting comprehensive and complex acquisition support activities to include A&E (Architect & Engineering) and Construction, with extensive knowledge of the Federal Acquisition Regulations (FAR) as described in this PWS. Extensive knowledge and exposure to different contract types and complexities. Minimum Requirements - Acquisition Support Specialist Services and Commodities (Intermediate) The Intermediate Acquisition Specialist shall have a minimum of six (6) recent years of relevant experience in conducting comprehensive and complex acquisition support activities for services and commodities, with extensive knowledge of the Federal Acquisition Regulations (FAR) as described in this PWS. Extensive knowledge and exposure to different contract types and complexities. Minimum Requirements Acquisition Support Specialist Leasing (Intermediate): The Leasing Intermediate Acquisition Specialist shall have a minimum of six (6) recent years of relevant experience in conducting comprehensive and complex acquisition leasing support activities, with extensive knowledge of the Federal Acquisition Regulations (FAR) as described in this PWS. Extensive knowledge and exposure to different contract types and complexities. Educations Requirements: Twenty-Four (24) semester hours of business or business relating courses such as the following: accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
