- Title: Saudi Personal Service Contract (PSC) for Monitoring Construction Projects The U.S. Army Corps of Engineers (USACE) sources sought announcement is issued to conduct market research and identify parties interested in and with the resources to support this requirement for a Personal Service contract providing qualified personnel who can monitor construction and facilities maintenance projects throughout the Kingdom of Saudi Arabia (KSA). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561320. �Since all the work will be performed outside of the continental United States, no set-asides or socioeconomic preference of any sort will be granted. It is anticipated a firm fixed price Single Award Task Order Contract (SATOC) with a maximum ordering capacity of $7,500,000.00 and �will be issued with a period of performance up to two (2) years in duration consisting of a one (1) year base period and one (1) one-year option period. There is no solicitation currently. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� It is expected that the future Request for Proposal (RFP) will utilize Federal Acquisition Regulation (FAR) Part 13.5 Simplified Procedures for Certain Commercial Items and be evaluated by Lowest Price Technically Acceptable (LPTA) source selection process. Offeror�s must be actively registered in the SAM system in accordance with Federal Acquisition Regulation (FAR) Clause 52.204-7 System for Award Management. Offeror�s may register in SAM on the internet at: https://www.sam.gov. Organizational Conflict of Interest: It will be considered an organizational conflict of interest for company�s currently working USACE construction contracts or performing A-E design services in the KSA. Offerors must register in the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ in order to respond to any future RFP for this requirement. �Offerors proposals must be submitted through the Solicitation Module of PIEE. If your organization has the potential capacity to perform the contract services described in the Attached Draft Performance Work Statement (PWS), please provide the following information: 1.�Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization. 2.�If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3.�Ability to provide services consistent in scope and scale with those described in the Draft Performance Work Statement (PWS). 4.�Ability to provide corporate financial, human capital, and technical resources required to successfully perform the PWS requirements. 5.�Ability to provide Project Management that includes compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. 6. Ability to comply with host nation labor laws. This requirement will be procured through the System for Award Management (SAM) using full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the PWS services are invited to submit a Statement of Capability (SOC) in response to this Sources Sought Notice by 2:00 PM ET on 08 June 2022. All responses under this Sources Sought Notice must be emailed to joe.l.libbey@usace.army.mil and diane.e.delathouder@usace.army.mil. The SOC is limited to 12 pages including the cover page and table of contents page. The SOC must contain a cover letter including the company name, address, point of contact, telephone and e-mail address, and business classification.� In addition, provide proof of System for Award Management (SAM) registration. The email�s subject line must read Saudi PSC Sources Sought.�
