Description
Request for Information This Request for Information is for Planning Purposes Only. The Government does not intend to award a contract on the basis of the Request for Information (RFI) or to otherwise pay for the information solicited. Your response to this RFI will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential vendors to judge whether or how they can satisfy the Government�s requirements, and enhancing the Government�s ability to obtain services, at reasonable cost and price, and increase efficiency in quote preparation, quote, evaluation, negotiation, and award.� The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), in support of the Office of Marine and Aviation Operations (OMAO), Marine Operations (MO) is performing market research and is requesting feedback for the attached Draft Statement of Work (SOW) to develop a Crew Management System to track and centrally manage information for professional mariner employees throughout the NOAA fleet and to support the development and visualization of professional mariner assignment schedules. The NOAA fleet is supported by a mixture of permanently assigned, rotational, and relief professional mariner employees (Wage Mariner job series). To meet shipboard staffing requirements, these employees are increasingly moving throughout the fleet to temporarily fill vacancies or to support leave for employees. As the shipboard workforce has become more mobile and dynamic, the need has been identified to develop a crew management system to ensure each professional mariner�s information is available across NOAA�s fleet and to facilitate the planning and scheduling of professional mariners� assignments. This management system will be scalable and have the ability to manage maritime shipboard personnel data, certifications/training, positions, scheduling of ship and personnel within ships in real-time, provide notifications, identify minimum staffing, performance ratings, etc. The project will be hosted in the cloud utilizing the government�s Microsoft Azure Platform. The government furnished mock servers shall be located in the Office of Marine and Aviation Operations (OMAO) Electronic Mock-up lab located on the National Oceanic and Atmospheric Administration (NOAA) facility in Newport, Oregon. In conjunction with the Draft SOW EAD is requesting the following: Information on recommended software options and if the software is commercially available, commercially available with modification, or a custom build. Software licensing requirements. Rough estimate on costs associated with this requirement. Rough estimate on the time required to develop this requirement. Information regarding pricing structure in an effort to gain optimal cost and performance efficiencies. Industry to review the Draft SOW and identify inconsistencies or issues that may not align with the commercial industry standards or best practices. This Request for Information is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503.� All interested sources are invited to submit a written response.� In addition to the requested information above, please submit a capability statement (core competencies and other relevant information); company size status (Large, Small, WOSB, SDVOSB, VOSB, Hub Zone); and System for Award Management (SAM) Unique Entity ID (UEI). The anticipated NAICS code for this requirement is 541511�Custom Computer Programming Services and the size standard is $30M. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice, and responses to this notice cannot be accepted as offers.
