31 MAY 2022 Posted Questions and Answers 31 MAY 2022 Revised Statement of Work Combined Synopsis/Solicitation Solicitation Number (SN): FA461322Q1010 Missile Alert Facility (MAF) Enterprise Land Mobile Radio (ELMR) Antenna Technical Refresh This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested and further written solicitation will not be issued. This solicitation will be posted to the SAM.gov website as a 100% Small Business Set-Aside.� The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461322Q1010, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 517311, with a small business standard of 1,500 employees. The Government intends to award a Firm Fixed-Price Commercial Award. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2022-06 effective 5/01/2022, Defense Federal Acquisition Regulation Supplement DPN 20190628 effective 4/28/2022 and Air Force Federal Acquisition Regulation Supplement AFAC 2021-0726 effective 7/26/2021. DESCRIPTION OF ITEMS/SERVICES: All CLIN's F.O.B. Destination. **Quotes must be valid for 90 days** CLIN Description: Provide all materials, labor, equipment, tools, direct and indirect costs required to complete the requirements in accordance with the Statement of Work (SOW) and the terms and conditions of this solicitation.� Completion of this requirement must comply with Section 4, Applicable Standards, of the SOW and if applicable, the Telecommunications Installation Criteria for Facility Design and Renovation Handbook. Include a detailed work plan/schedule in Volume I Technical.� Include a price breakdown showing detailed listing of materials, labor (i.e.: installation and other items), equipment, travel, etc. in Volume II PRICE of your proposal. Failure to meet a requirement or adhere to the terms and conditions of this solicitation may result in a quote/proposal being determined ineligible for award. For information refer to: https://www.sam.gov/portal/public/SAM INSTRUCTIONS TO OFFERORS The contractor shall submit a written price and technical quote before the due date and time stated in the Solicitation. The quote shall include the following: Cover Letter- Vendor must include the following information: Company Name Small Business Status/Categories as appropriate Company point of contact with email and phone number CAGE Code & DUNS number A statement that your company understands all the requirements in this Solicitation and as specified in the Statement of Work (SOW). A statement that your company does or does not take exception to any of the requirements of the SOW or terms/conditions of this Solicitation. A statement indicating expiration date of quote/proposal. Discount Terms (payment terms such as Net 30). Complete the Technical Factor and Price Factor as described below. Volume I Technical - Complete the Technical Factor as described below. Volume II Price - Complete the Price Factor by completing page 1 of this Solicitation and by providing a detailed price breakdown, i.e. labor categories, hours, other direct costs, equipment, material list, indirect costs, etc). (End of Addendum to FAR 52.212-1) ADDENDUM to FAR 52.212-2: Evaluation � Commercial Items (Nov 2021) FAR 52.212-2(a) �is hereby tailored as follows: Basis for Contract Award: The Government intends to evaluate quotes and award a single firm-fixed price contract in accordance with FAR 13.106 for this competitive 100% Small Business Set-Aside service acquisition.� Failure to meet a requirement or adhere to the terms and conditions of this solicitation may result in a quote/proposal being determined ineligible for award. Award will be made to the offeror who has the lowest technically acceptable total evaluated price (TEP), meets all requirements of solicitation and SOW, and is deemed responsible in accordance with FAR Part 9. The Government will evaluate proposals in accordance with the following evaluation criteria. The Government will evaluate quotes for acceptability, but will not rank the quotes by the non-price factors. If the Government receives three (3) or fewer initial quotes, all quotes will be evaluated for Technical Acceptability. If the Government receives more than three (3) initial quotes, the Government will only select the three (3) lowest TEP quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if it is in the Government�s best interest to do so. If additional quotes are evaluated for technical acceptability, they will be selected in the order of TEP. An offeror�s TEP will be the sum of all CLINS 0001 through 0004. EVALUATION FACTORS The Government anticipates awarding a contract to the offeror whose quote provides the best value to the Government. The evaluation will be based on the lowest priced, technically acceptable offer. The Government will evaluate quotes based on an unacceptable and acceptable rating for the following technical factor - Work Plan/Schedule (Volume I) must show completion of project within 180 calendar days from the date of contract.� Volume II Price must include page 1 of this solicitation and a price breakdown. Volume I - TECHNICAL FACTOR The technical quote shall include a clear description of your company�s understanding of Attachment 2, SOW, its requirements, specifications, and means to complete the project. Submit a complete work plan detailing the schedule and timeline of the completion of the requirements in accordance with the Statement of Work. This work plan will list a detailed installation overview of project along with an installation schedule for each of the four (4) MAF locations. This will list approximately how many days each remote work site location will take for completion. It will also list the travel involved to each remote site in between the (4) project locations. Work Plan/Schedule must show completion of project within 180 calendar days from date of contract. An offer must be rated �technically acceptable� in order to be eligible for award. A �technically unacceptable� rating will deem the proposal ineligible for award. The Government will utilize the information provided by the offeror in making a technical acceptability determination. If an Offeror�s technical quote is determined to be technically unacceptable, no further evaluation will be conducted. The technical evaluation factors upon which an offeror�s technical quote will be evaluated and the respective standard of acceptability for each of the technical evaluation factors are set forth below. The following adjectival ratings and rating definitions will be used to assign a rating for each technical factor and an overall rating to each technical quote. Adjectival Rating Description���� Acceptable Meets all requirements of the Solicitation and indicates an adequate or more than adequate approach and understanding of the requirements in accordance with the Statement of Work. Unacceptable Does not meet requirements of the solicitation and contains one or more deficiencies. Technical acceptability will be evaluated against the following criteria: The Government will assess the vendor�s understanding, capabilities, and approach in performing the requirements in accordance with (IAW) Attachment 2, SOW for Missile Alert Facility (MAF) Antenna Technical Refresh. Volume II - PRICE FACTOR The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if in the Contracting Officer�s opinion, adequate price competition exists, no additional information will be requested.� However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists: offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness. The price quote shall include a total price to complete the project IAW the SOW. The price quote shall include the elements that make up the total proposed price: CLIN 0001/CLIN 0002/CLIN 0003/CLIN 0004 must include: Labor (number of workers, direct labor hours, direct labor hourly wage rates, etc.) - Include a detailed breakdown showing ALL labor (i.e. engineering, installation, project manager, etc.), direct and indirect costs, excluding travel, required to complete the requirements IAW the Statement of Work. Material, equipment/tools, travel and Other Direct and Indirect Costs - Include a detailed breakdown showing a list of materials (quantity and unit prices), equipment/tools, travel, direct and indirect costs, etc. required to complete the requirements IAW the Statement of Work and terms and conditions of this solicitation. In order to be considered for award, the offeror�s Total Evaluated Price must be determined fair and reasonable. A price reasonableness will be based on competitive quotes/offers or based on other reasonable basis such as market research, comparison of the independent Government estimate, etc. ASSUMPTIONS, CONDITIONS & EXCEPTIONS Any exception to the solicitation may render a quote unacceptable. If your company takes exception to any of the requirements of the SOW or terms/conditions of this solicitation, they must be clearly identified in your quote and stated in your cover letter. Exceptions will be reviewed for potential impact on your ability to successfully meet the Government�s requirements. Any assumptions, conditions or exceptions which may negatively impact the performance of this requirement could render the quote ineligible for award.
