UPDATE 05/31/2022 - Holston Facility Tour #3 The Army Contracting Command - Rock Island, the Project Director Joint Services, and the Joint Munitions Command intend to host a third facility tour the week of July 19-21, 2022 for the planned competition for the production of explosives and the operation of HSAAP beginning in Calendar Year 2024. Interested participants must register by completing the Company Registration Form, Individual Registration Form, and HSAAP Request for Access Form accompanying this announcement. Completed registration forms shall be submitted electronically to Ben Gillen at benjamin.j.gillen.civ@army.mil and Jacob Harrison at jacob.t.harrison15.civ@army.mil no later than June 30, 2022. Each participant�s request must be approved by the Government prior to attendance. Late registrations will not be considered. UPDATE 04/21/2022 - Request for Information: Holston Facility Tour #3 The Government intends to hold a third on-site tour of the HSAAP facility in support of its upcoming competition. In an effort to maximize the value of this event, the Government is requesting specific feedback from industry on the manner in which tours should be conducted. Topics the Government is requesting feedback on include the following: Timing of event in relation to current competition milestones. In the event a second draft RFP is released, please identify if a tour is preferred prior to or after its release. Structure of event, to include the number of days and method of tour (i.e. building walkthrough, tour with equipment running or shut down, etc.). Tour locations, to include specific building locations and/or production processes, preferred sequence of viewing each location/process, time spent within each location, and specific information requested for each building to support tour narrative development. Desire for a fourth facility tour and the timing of the event in relation to current competition milestones. The Government requests submittal of feedback via email to Ben Gillen at benjamin.j.gillen.civ@army.mil and Jacob Harrison at jacob.t.harrison15.civ@army.mil no later than close of business on April 28, 2022. UPDATE 03/22/2022 - HSAAP Modernization Update This posting provides an updated schedule for ongoing modernization projects at Holston.� UPDATE 03/16/2022 - HSAAP Update This posting is being updated to include a revised milestone schedule for the Holston competition. One-on-one sessions, which were previously postponed, are rescheduled for the week of 18 April 2022. The contracting office will coordinate with each company that had previously registered to establish one-on-one times.� UPDATE 01/21/2022 - HSAAP Industry Day #3 Update Industry Day #3, to include Facility Tours and one-on-one meetings, have been postponed due to concerns with COVID-19. The Facility Tours have been rescheduled for March 1-3, 2022 with the intent to hold one-on-one discussions the week of March 7th.� Previous registrations will remain valid for this event and there is no requirement to revalidate submissions. The registration deadline has been extended to February 4, 2022 for any additional companies or individuals who wish to participate. Please continue to utilize the registration forms provided in the initial Industry Day #3 announcement provided on December 3, 2022. UPDATE 12/03/2021 - HSAAP Industry Day #3 The Army Contracting Command - Rock Island, the Project Director Joint Services, and the Joint Munitions Command will be hosting a 3rd Industry Day for the planned competition for the production of explosives and the operation of HSAAP beginning in Fiscal Year 2023. The event will include HSAAP facility tours February 1-4, 2022, followed by virtual one-on-one sessions the week of February 7, 2022.��A detailed agenda and schedule for both the tours and one-on-one sessions will be provided at a later date. Please see the attachment 'HSAAP Industry Day 3 Announcement' for further details.� Pre-registration is required for industry day attendance and participation in one-on-one sessions. UPDATE 07/15/2021 - HSAAP Industry Day #2 The Army Contracting Command - Rock Island, the Project Director Joint Services, and the Joint Munitions Command will be hosting a virtual Industry Day on September 15, 2021 for the planned competition for the production of explosives and the operation of the HSAAP to be awarded in Fiscal Year 2023. Industry Day will consist of an acquisition strategy briefing via Microsoft Teams, with one-on-one sessions following. The briefing will begin at 9:30 AM EDT. A detailed agenda and schedule of one-on-one sessions will be provided at a later date. Pre-registration is required for industry day attendance and participation in one-on-one sessions. Participants must register by completing the attached company and individual registration forms. All completed registration forms shall be submitted electronically to Ben Gillen at benjamin.j.gillen.civ@mail.mil and Jacob Harrison at jacob.t.harrison15.civ@mail.mil no later than September 1, 2021. UPDATE 06/09/2021 The 'HSAAP Facility Tour Announcement' attachments have�been updated to include the HSAAP Facility Tour Attendee List and HSAAP Facility Tour Narrative.� UPDATE 04/06/2021 The�'HSAAP Facility Tour Announcement' file has been revised to update the requirements for foreign participation.� UPDATE 3/16/2021 The Army Contracting Command - Rock Island, the Project Director Joint Services, and the Joint Munitions Command intend to host facility tours for the planned competition for the production of explosives and the operation of the HSAAP beginning in Fiscal Year 2023. The HSAAP facility tours are expected to occur the week of May 10-14, 2021. UPDATE 1/8/2021 This posting is being updated to include Q&As from Industry Day #1.�� UPDATE 12/28/2020 RFI - HSAAP Facility Tours Due to COVID-19 impacts, to date the Government has been unable to conduct tours of the HSAAP facility in support of its upcoming competition. In order to maximize the value of tours moving forward, the Government is requesting specific feedback from industry on the manner in which tours should be conducted. Topics the Government is seeking feedback on include, but are not limited to, the following: Number of visits and timing of each (i.e. immediately, pre-RFP release, post-RFP release, etc.) Tour duration (one day, two days, one week, etc.) Tour structure (i.e. on-site windshield tour, on-site building walkthrough, tour with equipment running or shut down, etc.). With your response, please identify those options which are non-value added. If on-site tours cannot be held and/or if offerors are not allowed in production buildings due to safety/security concerns, is there value in a virtual tour. The virtual tour would consist of an overview HSAAP buildings and facilities, to include utility maps, virtual maps, and pictures. Due to the sensitivity of data provided, the virtual tour would be held on-site at HSAAP. Areas of the plant to be seen and the amount of time spent in each specified area Number of individuals needed to maximize tour value Data/information needed to maximize tour value and support proposal development (i.e. equipment data, BFA/BECA, PWS, IP, etc.). If citing IP, please be specific. Impact of tours on proposal development. If facility tours are not able to be conducted due to COVID-19 impacts and/or if offerors are not allowed in production buildings due to safety/security concerns, please identify the impact it will have on your proposal decision. Industry concerns with COVID-19. Please identify any health or safety concerns you may have with COVID-19, to include your willingness to travel, take a COVID test, and quarantine prior to plant access (if required). UPDATE 10/27/2020 Attendee list included in attachments. Holston Army Ammunition Plant Industry Day #1 The Army Contracting Command - Rock Island, the Project Director Joint Services, and the Joint Munitions Command will be hosting a virtual Industry Day on October 20, 2020 for the planned competition for the production of explosives and the operation of the HSAAP beginning in Fiscal Year 2023. Industry Day will consist of a live, virtual acquisition strategy briefing via Microsoft Teams, with one-on-one sessions following. The virtual briefing will begin at 9:00 AM EDT. A detailed agenda and schedule of one-on-one sessions will be provided at a later date. Pre-registration is required for industry day attendance and participation in one-on-one sessions. Participants must register by completing the attached company and individual registration forms. Participants are also encouraged to submit questions and/or comments regarding Industry Day briefing charts and the HSAAP procurement in advance of the event by utilizing the attached Question/Comment Form. The Government intends to answer all questions received during the general briefing. The Government is working to allow interested contractors access to Holston AAP as early as 27 October for tours of the facilities. Additional details will be provided when available. All completed registration forms and questions/comments shall be submitted electronically to Ben Gillen at benjamin.j.gillen.civ@mail.mil and Jacob Harrison at jacob.t.harrison15.civ@mail.mil no later than October 7, 2020.
