- Intent to Sole Source This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs located at 830 Chalkstone Avenue Providence, Rhode Island 02908 has a requirement for Leica ARveo 8 Microscope System. The Government intends to award a firm-fixed-price sole source contract to Melling, LLC 658 S Columbus St Alexandria, VA 22314-4156. The vendor is the original equipment manufacturer (OEM) and sole distributor within the United States of America. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government s intent to award on a sole source basis the required supplies. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on June 6, 2022, at 11:00 AM Eastern Standard Time (EST). Objective This document highlights the technical specifications and services being requested by the Connecticut VAMC for consideration towards the purchase for a Leica ARveo 8 Microscope System. Vendors under this proposal shall provide all equipment, accessories, applicable training, and manuals. Project Management / Equipment Implementation Product delivery will be the responsibility of the Vendors working with the Connecticut VAMC project management POC, the Vendor will be responsible for coordinating and performing the delivery, implementation, and training for the device Background/Justification Replacement of End-of-Life Neurosurgery microscope. The Leica ARveo 8 Microscope System has new innovation that enables intelligent positioning function reducing the time the surgeon s eyes are off the surgical site to manually maneuver the microscopes visual field. The surgeon-controlled robotics assist the surgeon to visualize structures precisely and effortlessly. Technology to visualize tumor tissues during a high-grade glioma resection, fluorescence- stained structures while viewing the anatomy in natural like colors. Position memory will allow surgeon to recall previous position, magnifications, working distance and focus. Undisturbed surgical visualization with rock-solid stability and minimizing collateral system vibrations. Wireless connectivity enables trouble shooting capability in real time. Vendor will be required to provide two service manuals for the Leica Microscope System. Vendor will be required to provide an on-station in-service on the proper use and setup of the Leica Microscope System. Vendor will be required to provide the cleaning methods/guidelines for Leica Microscope System and other accessories. All employees who will be utilizing Microscope System including Physicians/Nursing, Technicians, Bio-Clinical Engineering, and Operating room staff members (""Trainees""), must be trained by an authorized representative by a Melling Medial prior to using the System. No charge on a mutually agreeable date and time.
