Description
This is a combined solicitation/synopsis for commercial products prepared in accordance with the format found in FAR 12.6, as supplemented with additional information included in this notice. The solicitation number is W56HZV-22-Q-0040 and is issued as a Request for Quote (RFQ) unless otherwise indicated herein. The NAICS code for this item is 336111. The small business size standard is 1500 employees. This is a complete small business set aside and only qualified sellers may submit bids. The requirement will result in a Firm Fixed Price contract without a technical data package. All solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Army Contracting Command � Detroit Arsenal (ACC-DTA) intends to issue a one-time multiple award contract for up to three (3) one-time awards of a commercial electric vehicle to up to three (3) different vendors. Please see the Purchase Description further in the notice for details. Purchase Description The purpose of this requirement is to procure a new light to heavy duty Battery Electric Vehicle (BEV) or series-hybrid electric wheeled vehicle, for Government analysis and demonstration, which meets the specifications below. This requirement supports the need to incorporate a scalable and adaptable capability that reduces reliance on fossil fuels both in the operational and garrison environments for the Army. The vehicle will also demonstrate the ability to effectively generate, store and distribute power to the Soldier. This purchase description contains the vehicle requirements for the BEV or Hybrid. Specific Vehicle Requirements: Vehicle shall be BEV or series-hybrid electric. Vehicle shall be able to recharge utilizing SAE-1772 combo connector or similar adaptor. Vehicle shall be equipped with 4 Wheel Drive or All Wheel Drive. Vehicle shall have a minimum ground clearance of 8 inches. Vehicle shall have mud-terrain tires.�� Vehicle shall be in the 5,000 to 10,000 pound curb weight* range. Vehicle shall have the ability to power external systems with a minimum of one 120v outlet. Vehicle shall be capable of powering external systems without turning off/or disconnection of power supply. Components: Two level II chargers shall be provided with each vehicle to conduct recharge.� *VCW shall be defined as:� The basic empty vehicle weight, 3/4 fuel tank [if applicable], full complement of fluids, lubricants, coolant and spare tire. A proposed delivery date shall be included in each offeror�s submission. Shipping is FOB destination CONUS (CONtinental US), in Harrison Township, MI. Submitted Quotes will be valid for 45 days after this combined synopsis/solicitation closes. Offerors must include a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services with their quote. All contractors who provide goods/services to the Department of Defense (DoD) must be registered on the System for Award Management (SAM) website. Offerors will include a description of the quoted vehicle that conforms to the purchase description and vehicle requirements, delivery date, price, and a completed copy of FAR 52.212-3.
