Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes. No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background: The purpose of this acquisition is to acquire an Inscopix nVue miniature microscope and its associated hardware for dual-color in vivo fluorescence imaging in the brains of behaving animals. This equipment will be critical for the central mission of the Integrative Neuroscience Section (INS) to study the neural basis of normal and disordered learning and memory processes. We are requesting this item to expand our capacity perform in vivo imaging experiments to assess cell-type specific function and connectivity in mouse brain. The nVue system allows for the simultaneous fluorescence imaging in two colors (green and red). This item is only available through Inscopix, and this particular upgrade is only available to us at the listed pricing because we acquired a different Inscopix microscope in the past. Also, we require this particular upgraded microscope to be consistent with our previous research using the previous model for scientific continuity. Purpose: Research in the INS probes the neural circuit basis of normal working memory, and characterizes the neural circuit and working memory dysfunction in mouse models of genetic susceptibility to schizophrenia and related disorders. INS members use in vivo physiology to record the function of discrete cells and circuits in freely moving mice. INS focuses on understanding the neural computations within, and circuit-level interactions between, the prefrontal cortex (PFC), hippocampus, and thalamus of the mouse. The ability to conduct optical imaging of fluorescent indicators of neural activity in the brains of freely moving rodents is required for the research conducted in the INS. The nVue platform includes: 1. nVue microscope (fully integrated and assembled for immediate use) 2. DAQ box (allows for seamless communication with an external hardware device and coordinates or controls multiple devices during an experiment) 3. Inscopix Data Acquisition Software (software includes device control for two imaging LEDs in dual dynamic, dynamic-static, neurotransmitter, and blood flow imaging modes) 4. Commutator support (fully compatible with the Inscopix Commutator, an active, motorized solution for cable management during rodent behavior) 5. Inscopix Data Processing Software (software GUI is user-friendly, with options for customization) 6. ProViewTM Implant Kit (a specialized attachment device to hold lens during surgical procedures, includes stereotax rod, screw, adjustment tool, and instructions) 7. 5 baseplate covers, 1 dummy microscope, and support for Integrated ProView lens probes with pre-aligned baseplates (available in a variety of diameters or lengths of GRIN lens; straight or prism can be specified by the user) 8. Unlimited technical & scientific support for every stage of the customer�s research project (at no additional cost to user). 9. Field scientific consultants (FSC) who will provide on-site training and continued support for the researcher using nVue (at no additional cost to user). 10. A optional unique extended warranty program (iCare) that covers all repairs to the nVue system regardless of cause, and safeguards against unexpected maintenance costs as well as ensure quality, reproducible data sets Delivery Date: 60 days from receipt of purchase order Capability statement/information sought: Contractors that believe they possess the ability to provide the required service, should submit documentation on their ability to meet each of the project requirements to the Contract Specialist. The Contractor should directly and specifically state in the capabilities statement how they are able to fulfill the project requirements independently and not as an agent of the Government. The Contractor must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, GSA number (If available) etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement/information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to a two (2) page limit.� The 2-page limit does not include the cover page or executive summary. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist.� Facsimile responses are NOT accepted. The response must be submitted to Tiffany Stone, Contract Specialist, at Tiffany.Stone@nih.gov or Christine Frate, Contracting Officer at Christine Frate@nih.gov The response must be received on or before June 16, 2022 at 12 pm, Eastern Time. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
