- Solicitation Number: 140L0622R0038 Project Identification: BLM South Fork Dry Blood Dam Reconstruction Point of Contact: Paula Johnson, Contracting Officer, pjohnson@blm.gov Project Location: Petroleum County, MT, approximately 14 miles north of Winnet, MT Magnitude of Construction: Between $1M - $5M Estimated Period of Performance: 365 calendar days after issuance of the notice to proceed North American Industry Classification System (NAICS) code: 237990 / Other Heavy and Civil Engineering Construction Produce Service Code: Z2KA - Repair or Alteration of Dams Small Business Size Standard: $39.5M Solicitation Set-Aside: Total Small Business - Only companies that qualify as a small business under the applicable size standard will be considered. Solicitation Issuance Date: The BLM anticipates issuing a subsequent request for proposals (RFP) on or around June 17, 2022 Proposal Submission Deadline: Exact date unknown at this time / 30-days after the issuance of the RFP. Registration Requirements: Prospective offerors must have a Unique Entity Identification Number (UEI) and an active System for Award Management profile to included completed representations and certifications. https://sam.gov/content/home Site Visit: Yes - Tentatively 1-2 weeks after the issuance of the RFP. Refer to FAR provision 52.236-27 within the subsequent solicitation. Project Description: The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision to repair South Fork Dry Blood Dam located in Petroleum County, approximately 14 miles north of Winnet, MT. The requirement entails the following significant tasks: 1. Dewater reservoir and construction area. 2. Excavate a portion of the existing dam embankment and foundation to remove the existing primary spillway. 3. Reconstruct the dam embankment, including: a. Placement of compacted fill from onsite borrow sources, b. Placement of compacted lime amended fill, c. Placement of imported erosion protection within excavated areas of the upstream face, d. Placement of erosion protection matting within excavated areas of the downstream face, e. Placement and compaction of imported sand and gravel for internal filter and drain features. 4. Construct a precast concrete spillway riser for a new principal spillway. 5. Construct concrete encased, precast reinforced concrete pipe outlet conduit. 6. Construct precast concrete low-level inlet structure. 7. Construct a grouted riprap stilling basin. 8. Place road gravel surfacing along the crest of the dam. 9. Construct a temporary construction access road from Valentine Rd. to the dam embankment crest, as necessary. 10. Construct improvements to the auxiliary spillway upstream and downstream of the dam centerline. 11. Remove existing barb wire fencing and cattle guards in the vicinity of the dam. 12. Install a cattle new cattle guard on Valentine Rd. and construct a new barb wire fence. 13. Reclaim all disturbed areas, including staging areas and temporary roads. Reclamation consists of preparation of the soil for seeding but does not include seeding.
