- Point of Contact: Contract Specialist Monique Paano at Monique.a.paano@usace.army.mil US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a construction Project titled: Lake Ballinger/Hall Creek Ecosystem Restoration Project, Mountlake Terrace, WA. Proposed project will be a firm fixed-price construction project. Construction magnitude is estimated to be between $5,000,000 and $10,000,000. 100 percent payment and performance bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $39,500,000 in average annual receipts. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be in effect for a period of one year from the date of this notice. Summary Scope of Work (SOW): OVERVIEW: The purpose of this ecosystem restoration is to address degraded floodplain connectivity and degraded wetland and channel habitat for species of concern, including fish, amphibians and migrating birds. The proposed project would restore wetland functions and riparian habitat and would improve Essential Fish Habitat for coho and Chinook salmon, as designated by the National Marine Fisheries Services in accordance with the Magnuson-Stevens Fishery Conservation and Management Act. The proposed project would be consistent with the Sponsor�s Ballinger Park Master Plan and the Lake Ballinger/McAleer Creek Watershed Forum�s strategic action plan for flood reduction, and water quality, and habitat improvement in the watershed. The Lake Ballinger/McAleer Creek Watershed Forum is comprised of Snohomish County and the cities of Mountlake Terrace, Edmonds, Lake Forest Park, Lynnwood, and Shoreline. The following are the principal items to be accomplished with this contract: Invasive Plant Removal Removal of Impervious Surfaces Armor and Fill Removal, Excavation Structural Components (Vehicle Crossing/Boardwalk) Utilities Construction Staging, Site Access and Haul Routes Primary Design features (Riparian Plantings, Overstory Planting, Channel Construction, Channel Substrate Modification, Large Woody Debris, Creation of Shallow Water Fringe Habitat Mobilization REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1. Firm's name, address (mailing and URL), point of contact, phone number, email address. 2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3. The offeror shall submit one recent and relevant project that demonstrates experience constructing within a public space a large scale ecosystem restoration project with complex structural elements in wetland soils comparable in scope, and complexity� with the requirements for this project.� Project information for the project submitted shall contain: Project Name/Title; Contract awarded amount; Project location; Project start date; Project completion date; Contractor shall provide a detailed description of the following: The project scope and complexity for the constructing of an ecosystem restoration project in wetland soils with structural elements. 4. CAGE code and UEI number. 5. Firm's Joint Venture Information, if applicable. 6. Bonding Information: a. The official Synopsis citing a solicitation number will be issued on the Procurement Integrated Enterprise Environment website (PIEE) (www.piee.eb.mil) inviting firms to register electronically to receive an electronic notification of a solicitation should one be issued.
