Page 3 of 3 Department of Veterans Affairs Veterans Health Administration May 26, 2022 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Cerner System Training Courses 36C77622Q0353 INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a contract on a sole source basis with Cerner Corporation for four Cerner training courses to VHA employees. The performance period will be six months June 15, 2022 thru December 15, 2022. REQUIREMENT: The VHA, PCAC requires a contractor to provide the following Cerner courses: DA2 Cerner Millennium: Design and Build Queries and Reports using Discern Analytics 2.0 Cerner Millennium: Building and Maintaining PowerChart Cerner Millennium: Building and Maintaining Mpages Cerner Fundamentals The program requires the contractor to provide training to understand the basic architecture of the Cerner Millennium data base, to analyze and explain the impact of Cerner solutions on health care departmental workflow and how the workflow impacts PowerChart, to understand the Mpages layout, steps, and benefits, and to learn the DA2 basic report building and formatting, metadata concepts, application security, and an introduction to the Discern Administrator tool. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 13.106-1(b), where the CO determined  that the circumstances of the contract action deem only one source reasonably available. It is anticipated that a single award, firm-fixed-price purchase order will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The applicable NAICS code is 611430 with a size standard of $12 million. DISCLAIMER: This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may identify their interest and capability to respond to the requirement by submitting a capability statement in accordance with the procedures stated herein. The capability statement may be considered by the agency only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. RESPONSE TIME/DATE: Responses to this notice are due on or before Wednesday, June 1, 2022 at 10:00 a.m. Eastern time to Katherine Gibney, Contracting Officer, via email at katherine.gibney@va.gov.
