- AMENDMENT 0001:� Deletes statements from Statement of Work Sections 2.1 and 3.2 and issues Questions and Answers.� See Amendment 0001 for full details. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-06, effective as of May 1, 2022. Announcement Number: 95332422Q0040 Title: Suspension and Debarment Consultant Position Information: One six-month base period, renewable for up to four (4) one-year option periods at the sole discretion of the Government. Position Security Level: Public Trust Place of Performance: MCC Headquarters in Washington, DC. and/or at the contractor�s office or home of record. Travel to MCC eligible countries will be required. Type of Contract: Time-and-material (T&M) with One six-month Base Period and Four (4) One-Year Option Periods. Scope: The contractor can be either an individual or �or a consulting firm. The contractor will be expected to review and advise on MCC�s efforts to establish a suspension and debarment process. In conducting this analysis, the contractor will rely on their knowledge of the FAR, of the non-procurement rule (2 CFR 180), and of MCC�s Program Grant Guidelines (PPG), in addition to consulting other relevant resources and offices internally at MCC and at other U.S. Government agencies, including through the Interagency Suspension and Debarment Committee (ISDC). The contractor will also research and gather all relevant and pertinent information to support the analysis, findings, and recommendations. In addition, the contractor will support MCC�s suspension and debarment process once it is established, reviewing information and providing advice related to the determination of present responsibility of entities and individuals, as MCC�s Office of General Counsel (OGC) recommends appropriate administrative remedies to MCC�s Suspension and Debarment Official (SDO).
